t <br /> ECONOMIC DEVELOPMENT COMMISSION <br /> • 1996 WORK PLAN <br /> Mission Statement: <br /> The Economic Development Commission shall serve as an advisory body to the Economic <br /> Development Authority to promote a positive economic climate and revitalize the • <br /> community by developing programs to retain and expand existing businesses, attract <br /> desirable new businesses, and redevelop target areas in the City. <br /> Action Steps: <br /> • Complete the process of making Mounds View a Star City <br /> • Review and make recommendations to the EDA on programs and opportunities to <br /> enhance business development. <br /> • Advocate for an approved Highway 10 Redevelopment Plan as an important element <br /> in the positive economic vitality of Mounds View and provide input on the <br /> development of the redevelopment plan. <br /> • Monitor the development of a Housing Program for Mounds View recognizing the link <br /> ibetween affordable and life cycle housing and positive economic growth. In addition, <br /> review the use of tax increment financing funds for a Housing Program ensuring that <br /> the program meets the requirements of Mounds View's Tax Increment Plan. <br /> • Research innovative programs of other metro area cities as it relates to development, <br /> redevelopment and housing rehabilitation. <br /> • Work cooperatively with the Planning Commission in evaluating design standards for <br /> new development and redevelopment in the City. <br /> • Develop and make recommendations to the Economic Development Authority for a <br /> Tax Increment Financing Policy to include fundability guidelines. <br /> • Actively participate in retention calls to local businesses. <br /> • Explore opportunities for improvement of the public transit system along Highway 10. <br /> • Communicate on a regular basis with the public on the Economic Development <br /> Commission activities, encouraging written or verbal comment, through the City <br /> Newsletter, cable and other interactive avenues. <br /> • <br />
