Design <br /> • What design elements, if any, are needed in order to enhance this section of the Highway 10 <br /> corridor? <br /> • To what extent are such elements important for the success and viability of the area? <br /> Finance <br /> • Are incentives or public financing necessary for the development of your property? <br /> ISSUES PRIORITIZATION <br /> The following series of questions were posed at a workshop meeting of the Mounds View <br /> Economic Development Commission. The corresponding responses follow each of the <br /> questions. This method of issues prioritization helped the Commission focus on the important <br /> land use matters and difficult redevelopment issues within Section 9. <br /> I. What are three potential pitfalls or difficulties associated with the development or <br /> redevelopment of corridor properties? <br /> A. Wetland area poses limitations to site development <br /> B. Potential for uncoordinated development in light of ownership patterns <br /> C. Business owners may object to limited access from Highway 10 (may be a <br /> perception of being "penalized") <br /> D. Nearby single family residences require buffering <br /> E. Cost of redevelopment (acquisition, relocation, and other costs) <br /> F. Increased traffic may result <br /> G. The current zoning pattern is not coordinated—requires rezoning <br /> H. Land assembly is required <br /> I. Care must be taken to coordinate new development with existing uses <br /> J. Creating a design image <br /> K. Soil problems may limit development—associated cost of mitigation <br /> L. Failure to extend vision beyond Section 9 <br /> II. What are the three most positive aspects related to the development or <br /> redevelopment of properties within the study area? <br /> A. Potential for increased property values and increased tax base <br /> B. The 2 existing signalized intersections provide controlled access points <br /> C. Potential to create high quality service center that provides community and sub- <br /> regional services <br /> D. Will unite community <br /> E. Creates positive or improved city image <br /> F.
