The plan shows 65 surface parking stalls and sufficient <br /> room to add 18 stalls in areas set aside in greenspace, for a total of 83 spaces—one short of the <br /> required 84 surface parking spaces. The applicants will need to show one additional stall set aside <br /> in greenspace as future parking. Staff recommends that this space be shown attached to the bank <br /> of three stalls north of the mailboxes as shown on the site plan. <br /> Staff is recommending that a parking ratio variance be granted to allow the plan to be approved as <br /> amended. We believe that the ratio for parking for multiple family units in the City's Zoning Code <br /> is too high, especially that the Red Oak buildings are one and two bedroom apartments. More <br /> typical ratios are: <br /> One bedroom 1.0 to 1.5 Two bedroom 1.5 to 2.0 <br /> Given these conservative ratios, staff recommends using the following: <br /> Surface Parking: 1.15 uncovered spaces per each dwelling unit <br /> Garage Parking: 1.00 covered spaces per each dwelling unit <br /> Total ratio: 2.15 spaces per dwelling unit <br /> Staff is recommending that the Planning Commission grant a parking ratio variance for the Silver • <br /> Lake Commons project proposed by MSP Real Estate, Inc. Based upon the above ratios, 65 <br /> uncovered surface parking stalls and 56 garage stalls would be required. Staff has prepared <br /> Planning Commission Resolution No. 513-97 approving a variance in the parking ratios for surface <br /> parking from 1.5 spaces per unit to 1.15 spaces per unit. The resolution includes a statement that <br /> the applicant has provided"proof of parking" to meet the full ratio required by the Zoning Code. <br /> Utilities and Easements;Platting: <br /> There are water and sewer lines in both Eastwood Road and Highway 10, so utilities are available <br /> to the site. The applicant will need to replat the site to remove the lot lines since development will <br /> be crossing those lines. A park dedication fee will need to be paid as a result of the replatting. The <br /> need for easements for water, sewer and drainage for the development would be addressed at that <br /> time. There are existing utility lines remaining from a former single family residence on the site that <br /> will need to be removed and stubbed at the property line. <br /> Recommendation: <br /> Staff recommends that the Planning Commission approve Resolution No. 513-97 approving a <br /> variance in the required number of parking stalls from 84 to 65 surface spaces, subject to the <br /> availability of 19 additional spaces if needed in the future; and, the Planning Commission approve <br /> Resolution No. 514-97, recommending approval of the development review request for the Silver <br /> Lake Commons project proposed by MSP Real Estate, Inc., subject to stipulations noted in the • <br /> resolutions. <br /> NADATAIUSERSTAMSISHAREIDEVCASES1487-971COMMONIRPT <br />
