Mounds View City Council September 12, 2005 <br />Regular Meeting Page 7 <br /> <br />postponed yet again. An opportunity for public comment was made at the August 22, 2005, City 1 <br />Council Meeting. She recommended the Council announce that this Public Hearing will be 2 <br />continued to the September 26, 2005 City Council Meeting. She noted that no one made 3 <br />comment at that public hearing. 4 <br /> 5 <br />MOTION/SECOND: Thomas/Gunn. To continue the public hearing on Resolution 6600 6 <br />Approving Transfer of Ownership of an On-Sale Intoxicating Liquor License for Jake’s Sports 7 <br />Café located at 2400 Highway 10. Transfer of Ownership is from Mounds View Jake’s Inc., to 8 <br />Thomas Stuart, to the September 26, 2005, City Council meeting. 9 <br /> 10 <br /> Ayes-5 Nays-0 Motion carried. 11 <br /> 12 <br />C. Resolution 6614 Supporting Awarding of Bid for Purchase of Fire Engine 13 <br />Pumpers 14 <br /> 15 <br />Fire Chief Zikmund introduced Deputy Chief Don Kruger. 16 <br /> 17 <br />Deputy Fire Chief Kruger stated his main purpose is to provide a brief recap of the information 18 <br />and answer questions. He explained that as a component of the Fire Department Capital 19 <br />Improvement Plan, funded by the sale of Capital Improvement Bonds scheduled for sale 20 <br />December of 2005, two fire fully equipped fire engines were approved by the three partner City 21 <br />councils. A budget of $450,000 per fully equipped truck was established. 22 <br /> 23 <br />Deputy Fire Chief Kruger advised that Engine One at Station One and Engine Two at Station 24 <br />Two are scheduled to be replaced with new equipment. Specifications were written, as directed, 25 <br />and available in June. Bids were received on August 18, 2005. He stated that many times Staff 26 <br />is assisted by a manufacturer in drafting specifications. However, this time they created non-27 <br />manufacturer specific specifications, which was reflected in obtaining bids from three fire 28 <br />apparatus manufacturers who submitted five separate proposals in response to the bid request. 29 <br /> 30 <br />Deputy Fire Chief Kruger stated the three bidders are Clarey’s Safety Equipment, Custom Fire 31 <br />Apparatus, and General Safety Fire Apparatus. Staff finds that the proposal from General Safety 32 <br />Equipment is the lowest of the bids received and that it does meet the specifications for the 33 <br />proposed apparatus. Staff recommends that General Safety Equipment be awarded the contract 34 <br />to build the two fire engines/pumpers. He stated the Fire Department does not currently own any 35 <br />General Safety Equipment trucks but other fire departments do and are satisfied with them. 36 <br /> 37 <br />Deputy Fire Chief Kruger described the equipment included in Appendix A, B, C, and D. Staff 38 <br />recommends that Bullard T3 Max Thermal Imagers be purchased and installed on the new 39 <br />engines. He noted that the Department currently uses Bullard imagers. With regard to Appendix 40 <br />B, Staff finds Ancom’s bid does meet the specifications and recommends Ancom supply the 800 41 <br />MHz Motorola radios. For the rescue equipment, Deputy Fire Chief Kruger recommended the 42 <br />specified brands of Centaur and Vetter, which are the same as or compatible with the equipment 43 <br />currently used by the Department, be purchased from Alex Air Apparatus.
