Mounds View City Council September 12, 2005 <br />Regular Meeting Page 17 <br /> <br />applied to the sign. 1 <br /> 2 <br />MOTION/SECOND: Thomas/Gunn. To waive the reading and adopt revised Resolution 6616 3 <br />Awarding a Construction Contract, Awarding a Moving and Storage Contract, and Approving a 4 <br />Letter Agreement with SEH for the City Hall Rehabilitation Project, to remove Item #3, the bid 5 <br />alternate for the “tower”, and revise Item #9 to include funding from the Cable Fund. 6 <br /> 7 <br />Councilmember Stigney stated the bids look to favor Arkay Construction but he objects to 8 <br />spending money on some of the items listed. He asked if an energy audit was performed. Public 9 <br />Works Director Lee stated an energy audit was not done but an analysis for the building was 10 <br />completed to identify deficiencies in insulation and leaking windows. 11 <br /> 12 <br />Councilmember Stigney stated he supports conducting an energy audit. He noted a lot of money 13 <br />is spent on air conditioning but air quality tests have never been performed. He stated the 14 <br />windows themselves are not a good energy savings and he questions what the money is being 15 <br />spent on. Public Works Director Lee stated only two windows are going to be replaced and the 16 <br />rest would be sealed. 17 <br /> 18 <br />Public Works Director Lee stated the air quality issue was looked at and it would cost $30,000 to 19 <br />$40,000 for an air quality study. It was felt that changing the ductwork to get rid of the mold 20 <br />would improve the air quality. 21 <br /> 22 <br /> Ayes-4 Nay-1 (Stigney) Motion carried. 23 <br /> 24 <br />F. Resolution 6617 Appointing Nate Behlen to a Vacancy in the Sanitary Sewer 25 <br />Division of the Public Works Department 26 <br /> 27 <br />Public Works Director Lee stated that Staff advertisement for the vacancy in the Sanitary Sewer 28 <br />Division of the Public Works Department. He reported that 28 applications were received and 11 29 <br />applicants were interviewed. Public Works Director Lee reviewed Mr. Behlen’s qualifications 30 <br />and stated Staff recommends the Council authorize the appointment of Nate Behlen to the 31 <br />vacancy in the Sanitary Sewer Division of the Public Works Department. 32 <br /> 33 <br />MOTION/SECOND: Gunn/Thomas. To adopt Resolution 6617 Appointing Nate Behlen to a 34 <br />Vacancy in the Sanitary Sewer Division of the Public Works Department. 35 <br /> 36 <br />Councilmember Stigney asked that the resolution be read and why the pay step is not established 37 <br />in the resolution. City Administrator Ulrich stated it is established pursuant to the union contract 38 <br />and would start at Step A. 39 <br /> 40 <br />Public Works Director Lee explained that the contract was changed for the collective bargaining 41 <br />unit for Public Works and all new hirees start at Step A. 42 <br /> 43 <br />In response to Mayor Marty, Public Works Director Lee described how an employee moves to 44 <br />Step B. 45
