She recommended the 1 <br />Council approve City Administrator Ulrich’s step increase from Step Four ($90,461.28/yr.) to 2 <br />Step Five ($95,222.40/yr.), effective July 21, 2005. 3 <br /> 4 <br />MOTION/SECOND: Thomas/Stigney. To adopt Resolution 6620 Approving Step Adjustment 5 <br />for Kurt Ulrich, City Administrator. 6 <br /> 7 <br />Councilmember Thomas read the resolution aloud. 8 <br /> 9 <br />Mayor Marty stated he has not personally felt this position has been represented to its fullest. He 10 <br />stated he does not feel the Council has received adequate information or in a timely manner. 11 <br />Mayor Marty reviewed that at the Closed Session a week ago, discussion occurred about rules of 12 <br />and running Council meetings and a number of councilmembers had pointed out his 13 <br />shortcomings. Mayor Marty stated he knows he has many and is working to better run a meeting. 14 <br />However, at the closed session the discussion turned to Mr. Ulrich and some discussion was 15 <br />directed at him saying he could field a lot of the questions instead of having the Mayor answer 16 <br />them. Then the Mayor can conduct the meeting. Mayor Marty stated Mr. Ulrich is the paid 17 <br />executive and because of these concerns, he cannot support this motion. 18 <br /> 19 <br /> Ayes-4 Nay-1 (Marty) Motion carried. 20 <br /> 21 <br />J. Resolution 6622 Accepting Proposal for Auction Services 22 <br /> 23 <br />City Administrator Ulrich explained that with the pending sale of the municipal golf course, it is 24 <br />recommended the City make some arrangements to sell fixed assets, furniture and equipment at 25 <br />auction. Some of the assets would be sold in advance at established prices to other public 26 <br />entitles like other golf courses. The remaining items would be sold at auction. 27 <br /> 28 <br />City Administrator Ulrich advised that Staff solicited proposals from six auction services. To 29 <br />date, one proposal and one inquiry have been received. The Council recently established 30 <br />Thursday, September 29, 2005, as the last day of golf operations. Closing on the land is expected 31 <br />to occur on September 30, 2005, or the first week of October. By agreement, the City has 30 32 <br />days to remove the golf course assets from the site. 33 <br /> 34 <br />City Administrator Ulrich stated the Fahey proposal for auction services was based upon a 35 <br />closing date for the golf course of September 22, 2005. With the date being extended to 36 <br />September 29, 2005, the auction date would be moved to the week of October 17, 2005. The 37 <br />auction company is okay with that adjustment and has a 9% commission charge for their 38 <br />services. He advised that the other company quoted a 10% commission. The Fahey commission 39 <br />includes clerking and servicing the auction, including pre-auction set up. The City would be 40 <br />responsible for actual advertising costs not to exceed $4,800, which will be deducted from the 41 <br />proceeds. 42 <br /> 43 <br />City Administrator Ulrich stated it is recommended that the Council adopt Resolution 6622 44 <br />accepting the proposal for auction services and authorizing Staff to enter into an agreement for 45
