Public Hearing, First Reading and Introduction of Ordinance 761 11 <br />Rezoning the Three-Acre Piece of SYSCO Outlot A from I-1, Light 12 <br />Industrial, to PUD, Planned Unit Development 13 <br /> 14 <br />Mayor Marty opened the Public Hearings at 7:28 p.m. 15 <br /> 16 <br />Community Development Director Ericson stated that he will present the Staff report for both 17 <br />SYSCO public hearings. He advised that SYSCO Minnesota has submitted an application for a 18 <br />major subdivision of their land located at 2400 County Road J and the City-owned land between 19 <br />SYSCO and the golf course. The subdivision is a replat of the original SYSCO plat, approved in 20 <br />1989. The replat takes three acres from SYSCO Outlot A and combines it with SYSCO Lot 1, 21 <br />Block 2. Currently, the developed SYSCO parcel is 24.2 acres while the undeveloped Outlot A 22 <br />is 45.8 acres. After the subdivision, the SYSCO site would be 27.2 acres and the undeveloped 23 <br />outlot reduced to 42.9 acres. 24 <br /> 25 <br />Director Ericson explained that in addition to consideration of the preliminary plat, the area to be 26 <br />transferred will need to be rezoned to be consistent with the SYSCO site and ordinances 27 <br />approved relating to the transfer. 28 <br /> 29 <br />Director Ericson reviewed the road alignment and right-of-way that was not vacated in 1989, but 30 <br />utilities are present. Ramsey County was asked if they want to retain it but if not, then Staff 31 <br />recommends it be returned as one larger lot. The SYSCO lot is zoned Planned Unit 32 <br />Development (PUD) and the proposed subdivision would be consistent with the existing zoning 33 <br />of the property. The three acre piece being subdivided from Outlot A is zoned I-1, Light 34 <br />Industrial, which is not inconsistent with the SYSCO property. However, rather than having one 35 <br />piece with dual zoning designations, Staff prefers to have all of it with the PUD zoning 36 <br />designation. The Planning Commission recommended approval of that rezoning. 37 <br /> 38 <br />Director Ericson explained that with the preliminary plat, Staff looked at easements, park 39 <br />dedication fees, and other aspects related to subdivision ordinance regulations. The request is 40 <br />straight forward by taking three acres from Outlot A and deeding it to SYSCO to make room for 41 <br />their expanded parking lot and allow for the relocation of the drive aisle. An easement needs to 42 <br />be vacated with the subdivision and the relocated lot line will cross the wetland easement but that 43 <br />easement is not needed because they plan to fill approximately one-half acre of land. 44 <br /> 45
