Mounds View City Council September 26, 2005 <br />Regular Meeting Page 6 <br /> <br />Director Ericson noted the site plan that shows the existing SYSCO building and to the east the 1 <br />three acre sliver of land that would be taken from Outlot A and added to the developed parcel of 2 <br />SYSCO, as SYSCO Second Addition, Lot 1, Block 1. He explained that with the subdivision of 3 <br />land, Staff looked at park dedication fees. Given that SYSCO deeded the 46 acres of land to the 4 <br />City and paid a park dedication fee in 1989, it had been previous Council consensus to not 5 <br />require another park dedication fee. 6 <br /> 7 <br />Director Ericson reviewed again the easement to be vacated and action requested by the Council 8 <br />which includes land disposition from Mounds View back to SYSCO. The City Charter requires 9 <br />that to be done by ordinance. 10 <br /> 11 <br />Director Ericson explained that Agenda Item 8.A.5. relates to Metropolitan Council and their 12 <br />review of the Comprehensive Plan amendment which the Planning Commission recommended 13 <br />and Council adopted. The Metropolitan Council felt it was somewhat inconsistent because the 14 <br />AUAR did not anticipate any impact to the wetlands. The Metropolitan Council is requiring that 15 <br />the City authorize an amendment to the Bridges Office Development AUAR to reflect the fact 16 <br />that there will be impacts to wetlands on the SYSCO Outlot A parcel. The Planning 17 <br />Commission adopted a resolution that addressed the fact that the AUAR would need to be 18 <br />amended to show there would be a one-half acre of wetland impact on the SYSCO property. The 19 <br />mitigation would be accomplished consistent with the standards of the Rice Creek Watershed 20 <br />District. 21 <br /> 22 <br />Director Ericson noted this project has been heard at several previous meetings and the Planning 23 <br />Commission adopted a resolution recommending approval of all actions being considered by the 24 <br />Council. He summarized the resolutions and ordinances before the Council at the meeting this 25 <br />evening and offered to answer questions. He also noted that representatives of SYSCO are in the 26 <br />audience. 27 <br /> 28 <br />Mayor Marty asked the audience if anyone wished to address this issue. 29 <br /> 30 <br />Hearing none, Mayor Marty closed the Public Hearings at 7:36 p.m. 31 <br /> 32 <br />Councilmember Flaherty asked about the cost to amend the AUAR and if SYSCO will cover 33 <br />those costs. Director Ericson stated there is probably a cost and SYSCO would be responsible 34 <br />for that cost. 35 <br /> 36 <br />Councilmember Flaherty stated the City is grateful that SYSCO dedicated the land to the City. 37 <br />However, in the future, he would like it stricken so that issue does not keep coming up before the 38 <br />City. He explained that by doing so it makes the Council feel obligated to deed it back.
