Mounds View City Council September 26, 2005 <br />Regular Meeting Page 7 <br /> <br />Councilmember Stigney stated his agreement with Councilmember Flaherty’s point. He asked 1 <br />how much increment will be generated by the driveway and parking lot and how long it will take 2 <br />to pay back the TIF. 3 <br /> 4 <br />Director Ericson stated he is not prepared to answer that question. 5 <br /> 6 <br />Councilmember Stigney asked if this increment for the driveway and parking lot will provide a 7 <br />payback period within two years. Director Ericson stated it will probably not for the three acres 8 <br />of land. 9 <br /> 10 <br />Councilmember Stigney stated they are asking for a $250,000 donation that will not be paid 11 <br />back. He stated he has a problem with that and is also concerned about cutting down 70-some 12 <br />mature trees to put in a driveway. For those reasons and because 50 more semitrailers will be 13 <br />using County Road J, he thinks SYSCO should do this project on their own “dime.” He stated he 14 <br />does not support this request for those reasons, and probably other reasons as well. 15 <br /> 16 <br />Mayor Marty stated SYSCO has been a good neighbor and business in Mounds View since their 17 <br />inception. He agreed that the parking lot won’t pay the City back, but SYSCO will pay the City 18 <br />back within two years. By expanding this parking lot, SYSCO will add 100 new jobs that they 19 <br />need and they are jobs that citizens of Mounds View can apply for and get. Mayor Marty stated 20 <br />there are quite a few SYSCO employees living in Mounds View. He stated to help a Mounds 21 <br />View business grow, he sees as a “plus” for Mounds View. He noted that right now they are 22 <br />limited in space so SYSCO has to jockey around the trucks. With the new parking lot area, the 23 <br />trucks will not have to be restarted and moved around. The trucks can come in, be unloaded, and 24 <br />then leave. 25 <br /> 26 <br />Duane McCarty, 8060 Long Lake Road, asked if they will be 100 new jobs and not imported 27 <br />from another city. Mayor Marty stated that is his understanding. 28 <br /> 29 <br />Councilmember Stigney pointed out that if the City was not allowing this TIF money to go to 30 <br />SYSCO, the TIF District could be closed next year and the TIF money come into the general 31 <br />fund for another purpose. If this is approved, the TIF will go to SYSCO instead of the City, 32 <br />which is another reason he does not support it. 33 <br /> 34 <br />Ed Benson, 1951 Long Lake Road, suggested that if the City doesn’t give this to SYSCO then it 35 <br />can go to Medtronic, a $10 billion company. 36 <br /> 37 <br />Mayor Marty stated this $250,000 to SYSCO creates 100 jobs and will be paid back in two years. 38 <br /> 39 <br />MOTION/SECOND: Thomas/Flaherty.
