Mounds View City Council September 26, 2005
Regular Meeting Page 9

paid in full the utility billing and the City’s Fire Marshal has inspected the location currently 1
called Jake’s Sports Café and issued a satisfactory report. 2
3
Administrative Assistant Crane noted that Thomas Stuart still needs to submit a Certificate of 4
Insurance for his liquor license. She advised that she informed Mr. Stuart that this Certificate is 5
needed before the City can forward his application to the Minnesota Department of Public 6
Safety. City Administrator Crane stated Staff recommends that the City Council approve City 7
Tavern’s On Sale Intoxicating Liquor License pending receipt of their Certificate of Insurance. 8
9
Councilmember Flaherty noted they are requesting to remain open until 2 a.m. and asked if that 10
is also in effect for other establishments. Administrative Assistant Crane answered in the 11
affirmative, noting Roberts and the Mermaid are both open until 2 a.m. 12
13
MOTION/SECOND: Gunn/Thomas. To waive the reading and adopt 6600 A Transfer of 14
Ownership of an On-Sale Intoxicating Liquor License for Jake’s Sports Café located at 2400 15
Highway 10. Transfer of Ownership is from Mounds View Jake’s Inc., to Thomas Stuart. 16
17
Ayes-5 Nays-0 Motion carried. 18
19
C. Consideration of Resolution 6637 Approving Bid Package One for Fire 20
Station Number 5 Site Work 21
22
Fire Chief Zikmund introduced Mark Halveson, Project Executive, and Pat Sims, Project 23
Manager. 24
25
Mr. Halveson stated bids for Package One were opened on September 22, 2005 and there are five 26
contracts to be awarded. Staff interviewed all apparent low bidders and all are Minnesota 27
contractors, two of which are local firms. Mr. Halveson stated he is happy to report that the bids 28
are within one-half of one percent of the budget at this point. 29
30
Mr. Halveson advised they expect Bid Pack Two for the building package and remaining 31
elements to be issued mid-October for bids on that packet, which will be due mid-November. 32
33
Mr. Halveson presented the apparent low bidders for the five contracts as follows: Northland 34
Contractor for the earthwork; Nobel Nursery for the landscaping; Midwest Asphalt for the 35
asphalt and site concrete; Northland Concrete for the footings and foundations; and Moline 36
Concrete for the pre-cast concrete. Mr. Halveson reviewed the bid recap summary. 37
38
Finance Director Beer asked about the large discrepancy of $100,000 between the bid from 39
Northwest Asphalt and the engineer’s estimate for the earthwork. Mr. Halveson explained that 40
Alternate 3 is a significant soil correction item that was not included in the original engineer’s 41
estimate but was included in the addendum after the budget was set. 42
43
MOTION/SECOND: Flaherty/Marty. To waive the reading and adopt Resolution 6637 44
Approving Bid Package One for Fire Station Number 5 Site Work. 45
