City 6
Administrator Ulrich answered in the affirmative. 7
8
Councilmember Stigney stated his support to keep funding at the current level. 9
10
Councilmember Thomas noted that is still an option. 11
12
Councilmember Stigney stated he is not interested in a two week postponement, but to approve it 13
at the current level tonight. 14
15
Substitute Motion to Postpone: 16
17
Ayes-3 Nays-2 (Flaherty, Stigney) Motion carried. 18
19
Mayor Marty asked if the Council could meet the shared Irondale Officer while the Mounds 20
View Council is meetings at the New Brighton City Hall. Police Chief Sommer stated he will 21
make that request. 22
23
Mayor Marty reviewed language in the contract and asked if it should indicate that Edgewood is 24
a middle school since it is not an elementary school. Police Chief Sommer stated the City has an 25
independent consideration for Edgewood School so it is not included in this contract. 26
27
G. Resolution 6638 Authorizing Assistant to the City Administrator Job 28
description and appointing that position to Desaree Crane 29
30
City Administrator Ulrich stated it is recommended this resolution be adopted which authorizes 31
the Assistant to the City Administrator position and appointing that position to Desaree Crane. 32
He reviewed the job responsibilities that Ms. Crane has assumed, many being the duties of the 33
Assistant City Administrator with the vacancy of that position at the end of 2002. Since that 34
time, Ms. Crane has received compensation at a rate of ten percent (10%) above her level and 35
continued to do the duties. 36
37
City Administrator Ulrich advised that Labor Relations has performed an assessment of the 38
Assistant to the City Administrator position in terms of number of points relative to other jobs in 39
the City. They also looked at comparable pay scales to other similar jobs throughout the 40
metropolitan area. He noted that Ms. Crane recently received her Bachelor’s Degree and done a 41
great job in this position. The proposed rate would go from $22.63 an hour to $26.93 an hour. It 42
would be a new position with a new title. Because the job has been performed for the last two 43
years, Staff recommends action be retroactive to July 1, 2005 and pay be implemented at Step 5 44
at the current job position. 45
