Mounds View City Council September 26, 2005 <br />Regular Meeting Page 16 <br /> <br />City Administrator Ulrich clarified that the recommendation is not based on Stanton because this 1 <br />type of position and this breadth of duties does not exist in the standard group of six cities. It is 2 <br />looking at the total market and what the salary range would be across different cities for a job of 3 <br />this type. He stated that Councilmember Stigney is correct that the Human Resources Committee 4 <br />has made a commitment to look at the salary structure based not solely on Stanton 6 but different 5 <br />combinations of cities to determine what would be the best structure for Mounds View. At this 6 <br />time, this salary level is irrespective of Stanton 6 but fits within jobs performed doing similar 7 <br />work at other cities regardless of the Stanton group they fall into. 8 <br /> 9 <br />Councilmember Stigney stated he does not agree with all of those statements and does not see 10 <br />where overnight this job creates a $9,000 increase in salary, especially when you have not 11 <br />compared against comparable cities based on tax base, which the Human Resources Committee 12 <br />is working on. He noted if the action is postponed it allows time for the Human Resources 13 <br />Committee to make that comparison. 14 <br /> 15 <br />SECOND: /Marty for discussion purposes. 16 <br /> 17 <br />Mayor Marty stated it is not creating a new job because this job has been here for years. The new 18 <br />job was created in 2000 or 2001 to change the Assistant City Administrator position to be 19 <br />Assistant to the City Administrator. The position has been vacant since 2002 and Ms. Crane has 20 <br />been doing the job since that time. 21 <br /> 22 <br />City Administrator Ulrich pointed out that if talking about replacing the job vacated in 2002, that 23 <br />job is yet another step above this job, or an additional $20,000 more than this recommendation. 24 <br />The recommendation puts the position at a level commensurate with the job responsibilities at 25 <br />this time. 26 <br /> 27 <br />Councilmember Thomas stated this position replaced the job before that one was elevated. She 28 <br />suggested this is a different position even though the same title so it is creating a new job 29 <br />position. Councilmember Thomas stated this is the salary rate and the question is whether it is 30 <br />fair to pay Ms. Crane for what she does. That is the decision to be made, whether or not it is 31 <br />creating another job. 32 <br /> 33 <br />Duane McCarty, 8060 Long Lake Road, stated the Charter requires this position and the City 34 <br />Administrator is authorized to appoint that position. He stated when the Charter was written it 35 <br />looked at staffing and a weakness was an overextending of the chief officer. This provision was 36 <br />written into the Charter in 1980, that the Administrator had the authority to appoint an assistant 37 <br />with the approval of the Council. 38 <br /> 39 <br />Councilmember Stigney stated his concern is not the title of the job but the enumeration being 40 <br />paid whether Stanton has the position or not. He stated the position should be based on tax 41 <br />capacity of comparable cities rather than proceeding at this time. Councilmember Stigney stated 42 <br />that Ms. Crane is the perfect person to fill the position but that is not the issue. 43 <br /> 44
