Mounds View City Council September 26, 2005 <br />Regular Meeting Page 19 <br /> <br />City Administrator Ulrich advised that Payroll/Utility Technician, Debbie Jasper, has assumed 1 <br />several important human resource duties since the vacancy of the Assistant City Administrator at 2 <br />the end of 2002. The Payroll/Utility Billing Technician was asked to take over these duties, and 3 <br />for those duties continues to be compensated an additional 5% of her base pay (Resolution 6006). 4 <br />The Human Resource duties that were added to the position deal with payroll, insurance 5 <br />coverages, and reporting to the State as well as safety inspections. 6 <br /> 7 <br />City Administrator Ulrich stated this is an important job and he does not see these duties 8 <br />changing to another position because of their relationship to payroll. This position is budget 9 <br />neutral, there is no additional compensation other than the 5% increase would remain permanent. 10 <br /> 11 <br />Mayor Marty noted Ms. Jasper has been doing this job and the action would make it official. 12 <br />City Administrator Ulrich stated that is correct. 13 <br /> 14 <br />MOTION/SECOND: Thomas/Gunn. To waive the reading and adopt Resolution 6640 15 <br />Authorizing the Payroll/Utility Billing Technician Job Description and appointing that position 16 <br />to Debbie Jasper. 17 <br /> 18 <br />Councilmember Stigney questioned the job description and suggested reference to the golf course 19 <br />be stricken since there will be no golf course. He asked about processing health, dental, 20 <br />reporting new hires, and whether there is an overlap with Ms. Crane’s responsibilities. City 21 <br />Administrator Ulrich stated these duties relate to payroll and there is no overlap. 22 <br /> 23 <br /> Ayes-5 Nays-0 Motion carried. 24 <br /> 25 <br />J. Resolution 6641 Authorizing the Transfer of Assets from The Bridges of 26 <br />Mounds View Golf Course to the Mounds View Parks and Recreation 27 <br />Department 28 <br /> 29 <br />City Administrator Ulrich that this resolution authorized the transfer of golf course equipment 30 <br />and items to the Park and Recreation Department as well as a list of items to be sold at the 31 <br />October 20, 2005 auction. Council authorized an auctioneer and Staff is working with them to 32 <br />get these items ready for auction. The actual auction will proceed with closure of the property. 33 <br />City Administrator Ulrich advised that a number of items have been identified by the Parks and 34 <br />Recreation Department as being necessary and desirable for the City’s operation and would come 35 <br />from the golf course. City Administrator Ulrich presented Exhibit A and explained it was 36 <br />reviewed by Public Works and Parks and Recreation Staff and the Parks and Recreation 37 <br />Commission to assure the City really needed this equipment, storage needs are addressed, as well 38 <br />as maintenance costs associated with this equipment. The list was developed based on that input. 39 <br /> 40 <br />City Administrator Ulrich stated the golf manager reviewed the list of items to be auctioned and 41 <br />expanded it to include Exhibit B, dated September 19, 2005. He advised of the last minute 42 <br />adjustments that were made and provided to the Council tonight. City Administrator Ulrich 43 <br />noted that Medtronic has not requested the ability to purchase the irrigation system and pond 44 <br />aerator and that can be considered on the October 3, 2005 agenda.
