He stated that this 1 <br />would be a business license for businesses that only sell fireworks or businesses that sell 2 <br />fireworks in addition to other retail. 3 <br /> 4 <br />Council Member Stigney referenced the rental fee and asked Staff to clarify if the rental fee is 5 <br />supposed to bring in a profit or just pay for the maintenance. 6 <br /> 7 <br />Mayor Marty stated that the fee schedule could be amended at any time. 8 <br /> 9 <br />Director Ericson suggested including this item on the August 4th work session agenda as an item 10 <br />for discussion. 11 <br /> 12 <br />MOTION/SECOND. Consider Resolution 6567, Appointing Peter Berling to the Position of Police 18 <br />Officer. 19 <br /> 20 <br />Police Chief Sommer stated that this resolution is to hire an officer for a current vacancy as a 21 <br />result of a retirement. He stated that the Police Civil Service Commission certified an eligibility 22 <br />list noting that the number one candidate is Peter Berling. He stated that Mr. Berling has 23 <br />completed all of the required testing procedures for the position including a background 24 <br />investigation, physical and psychological examination and a physical agility testing. He stated 25 <br />that Mr. Berling is a recent graduate of Winona State University and Staff recommends that Mr. 26 <br />Berling be appointed to the position effective August 1, 2005 at a step one rate of pay as defined 27 <br />by the Law Enforcement Labor Services Contract. 28 <br /> 29 <br />Council Member Stigney asked if the Police Civil Service Commission made the 30 <br />recommendation. 31 <br /> 32 <br />Police Chief Sommer explained that the Police Civil Service Commission recommended three 33 <br />candidates and that Mr. Berling was the first of the three candidates listed in their 34 <br />recommendation. 35 <br /> 36 <br />Council Member Flaherty asked if Mr. Berling has any prior experience as a Police Officer. 37 <br /> 38 <br />Police Chief Sommer stated that this is Mr. Berlings first position as a Police Officer. 39 <br /> 40 <br />Council Member Stigney asked when Mr. Berling would be eligible for wage progressions to 41 <br />Step 2 and Step 3. 42 <br /> 43 <br />Police Chief Sommer explained that per the Law Enforcement Labor Services Contract Mr. 44 <br />Berling would reach Step 2 six months from his start date and Step 3 would be 18 months from 45
