<br />Item No: 03C <br />Meeting Date: Dec 6, 2005 <br />Type of Business: Discussion <br />Administrator Review : ____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: James Ericson, Community Development Director <br />Item Title/Subject: Review Request to Amend City Code to Allow <br />Outdoor Restaurant Seating and Consumption of <br />Alcohol <br /> <br />Introduction: <br /> <br />Jake’s Sports Café of Mounds View, which had recently considered a sale of the facility, has <br />requested the ability to open an outdoor patio seating area attached to their existing <br />business at 2400 County Road 10. The City however does not expressly allow consumption <br />of alcohol outside of the licensed premises. The state does not regulate such activity, <br />leaving the issue up to individual cities to determine. <br /> <br />Discussion: <br /> <br />Many cities allow exterior patio seating associated with a restaurant, many of which holders <br />of liquor licenses. Local examples of restaurants serving alcohol with exterior seating can be <br />found in New Brighton (Jake’s, John Barleycorn Brew Pub), Roseville (Old Chicago, Joe <br />Sensors) as well as numerous downtown locations in St. Paul and Minneapolis. To stay <br />competitive and to offer its clients a refreshing seating alternative on warm days, Jake’s is <br />planning to expand the business to add such a seating area and have requested that the <br />Mounds View liquor licensing regulations found in Chapter 502 be amended to permit such <br />activity with appropriate restrictions and controls.
