Item No. 2
Meeting Date: January 5, 2004
Type of Business: WK
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business
Administrator Review: _____ City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Greg Lee, Director of Public Works

Item Title/Subject: County Road 10 Redevelopment Plan
Developing an Implementation Plan

Background / History
January 14, 2002
At a Council Work Session, the County Road 10 Redevelopment Project was
presented to the Council. This project includes the redesign and realignment of
several intersections along the County Road 10 corridor and includes pedestrian
pathways located on both sides of County Road 10. Of the several intersections
presented, each had to two or three design options associated with it. Attributes
of each of these design options were discussed and a preferred option for each
intersection was selected. In addition to the intersections design, other related
questions and issues existed, including emergency vehicle access and wetland
impacts.

January 30, 2002,
The City’s Community Development Director and Public Works Director met with
the consultant (URS Inc.) to discuss this project. The main focus of this project
involves changing the intersection geometrics of Co Rd. H2 and Long Lake Road
where they intersect with Co. Rd. 10. The intersections of Groveland Road and
Spring Lake Road with Co. Rd. 10 were originally part of the project; they have
since been excluded from the implementation phase of this project. They will,
however, remain in the project report in the event it is decided to implement them
at a later date.

April 1, 2002
At a Council Work Session, this plan was again presented to the Council. After
discussing the plan, staff informed the Council that the next step in the approval
process was to solicit public input, and that the plan would be presented at a
public informational meeting later that month.

April 24, 2002
A Public Informational Meeting was held. This meeting was held at 6:00 p.m. at
the Community Center. There were approximately 30+ people in attendance.
Representing then City was Jim Ericson, Community Development Director,
