ConsentAgends; CB: Council Business <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Kenneth Gammell, Cable Coordinator <br />Item Title/Subject: Resolution 6186, Approving the Purchase of a Digital <br />Video Player for Cable Department <br />Date of Report: February 5, 2004 <br />This report provides details for the proposed purchase of a video deck for the Cable <br />department_ <br />The Cable budget Capital Equipment Fund (210 — 4350 — 7030) for 2004 is $8000. This <br />fund is used to purchase replacement equipment for the Cable Department. <br />History <br />The Cable department has a total of ten video players to replay meetings and other <br />programming. Five are digital video decks, and five are S -VHS decks_ Last year, hvo old <br />S -VHS decks were replaced with one digital and one consumer S -VHS deck. Recently <br />another S -VHS deck has broken down. The unit is a Panasonic AG -7510, and is at least <br />12 years old. <br />Digital Video versus S -VHS Video <br />The video format of the deck that needs replacement is S -VHS. S -VHS is older analog <br />technology and now is considered outdated for professional applications_ Digital video <br />has vast improved quality and performance that is now considered the standard for <br />community access television_ In the past 5 years, Mounds View has been continually <br />updating it's equipment to digital, including digital cameras for meetings, a digital <br />camcorder for production, and the purchase of 6 digital video decks_ <br />Cable Budget <br />The Cable budget is funded through cable franchise fees, and does not use any money <br />from the City's general fund. For the 2004 Cable Budget, the Capital Equipment fund is <br />$8000. This fund is intended to purchase new and replacement equipment for the Cable <br />Department. <br />
