Mounds View EDA January 8, 2007
Regular Meeting Page 2

6. CONSENT AGENDA

None.

7. EDA BUSINESS

A. Consideration of EDA Resolution 07-EDA-227, Reappointing Torri Johnson,
Jason Helgemore, and Gary Meehlhouse to the Mounds View Economic
Development Commission

Economic Development Coordinator Backman explained that three of the Economic
Development Commission Members had terms expiring at the end of the year.

Executive Director Ulrich noted that the process calls for a formal recommendation and that
technically was not done though we have willing candidates but no motion to make a
recommendation.

Commissioner Mueller asked if this is different in that these people can request a term versus
being appointed like the Planning Commission.

President Marty said the City generally reappoints acting commissioners unless there is a
problem or an issue.

Economic Development Coordinator Backman and the Commission explained that there are
differences with this Commission because there are residents and business representatives from
the City. He then said that there have been times that Staff had to go out and seek
representatives.

Vice President Stigney asked if the City advertised for positions because that is usually the
process for other positions on commissions/committees. He then said he would like to be
consistent with the process for appointing representatives.

Executive Director Ulrich pointed out there were open seats on the other commissions from
people resigning and in this instance the terms that were expiring had individuals who were
interested in reapplying.

The Authority asked Staff to develop a policy to follow for appointments going forward for
discussion at an upcoming work session.

Staff suggested adding discussion regarding the policy to the joint meeting with the Planning
Commission to discuss adding more members to the Commission.
