To Approve Resolution 07-EDA-227, Reappointing <br />Torri Johnson, Jason Helgemoe, and Gary Meehlhause to the Mounds View Economic <br />Development Commission. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br /> B. Review the Mounds View Economic Development Authority’s Tax <br />Increment Financing (TIF) Policy and Application and Consider Changes <br /> <br />Economic Development Coordinator Backman reviewed the proposed amendments to the <br />Mounds View Economic Development Authority’s Tax Increment Financing Policy and <br />Application. <br /> <br />Commissioner Flaherty said that the question he had is that this opens the City up for negotiation <br />and he is not sure whether the City wants to be in that position. He then said that he would like <br />to strike the statement that the fee may be reimbursed. <br /> <br />Economic Development Coordinator Backman said that he understands that logic but was trying <br />to accommodate the EDC and if you use the word shall it would be taken very seriously. <br /> <br />Economic Development Coordinator Backman indicated that before this the City had a deposit <br />and he wants to make sure that everyone understands that this is a nonrefundable fee. <br /> <br />Commissioner Mueller said she would like to add expansion of business and housing options <br />within the City. <br /> <br />Vice President Stigney asked why the Comprehensive Plan was not addressed. <br /> <br />Economic Development Coordinator Backman indicated that the thought was that would be <br />handled by the Planning Commission as part of an application. <br /> <br />Vice President Stigney indicated that St. Anthony used the word significant public benefit and he <br />would like to add that back in. <br /> <br />Economic Development Coordinator Backman said that he has tried to minimize adjectives
