Mounds View City Council November 8, 2004 <br />Regular Meeting Page 8 <br /> <br />Mayor Linke called for a vote on the original motion. 1 <br /> 2 <br /> Ayes-5 Nays-0 Motion carried. 3 <br /> 4 <br />11. APPROVAL OF MINUTES 5 <br /> 6 <br />A. October 25, 2004 City Council Minutes 7 <br /> 8 <br />Council Member Marty stated at page 12, line 43, gas bills should be changed to water bills. 9 <br />He stated at page 13, line 19, it should read, “25 to 30 percent above”. 10 <br /> 11 <br />Council Member Stigney stated at page 7, line 12, “end” should be changed to “and”. 12 <br /> 13 <br />MOTION/SECOND. Marty/Stigney. To approve the October 25, 2004 City Council Minutes as 14 <br />amended. 15 <br /> 16 <br /> Ayes-5 Nays-0 Motion carried. 17 <br /> 18 <br />12. REPORTS 19 <br /> 20 <br /> A. Reports of Mayor and Council. 21 <br /> 22 <br />Council Member Marty questioned whether they could add some other questions on the ballot for 23 <br />the special election and maybe do a survey, although it wouldn’t be random since it would be of 24 <br />the people who showed up to vote. 25 <br /> 26 <br />Council Member Quick stated they could certainly ask questions, but it wouldn’t be a random 27 <br />survey. 28 <br /> 29 <br />Council Member Quick stated he had received a call from a resident who stated she had been told 30 <br />to shut up at a Council meeting, and that Council Member Marty had reviewed the tape of the 31 <br />meeting, and this person was speaking out of turn and interrupting someone at the podium. 32 <br /> 33 <br />Council Member Marty stated that they had simply said, “Ma,am”. 34 <br /> 35 <br />Council Member Quick stated that it is being told in the community that the city had a list of 36 <br />properties that they were planning to eliminate, and he asked for clarification regarding the list. 37 <br /> 38 <br />City Clerk/Administrator Ulrich stated that there is a list of identified properties that are within 39 <br />the tax increment district that could potentially be purchased by the city using tax increment 40 <br />financing monies. He stated the purchase of these properties would occur only if these properties 41 <br />are put up for sale by the owner on the open market, and it’s not a process whereby the city 42 <br />would forcibly remove or evict any property owner or resident from the city. He stated that 43 <br />because of the way tax increment financing works, these properties have to be identified in 44 <br />advance. 45
