12 <br />Beginning in December, the City will be collecting data from and evaluating the <br />area along the County Road 10 corridor. This exploratory and investigative work <br />will entail surveying the corridor and adjacent properties to determine elevations <br />and noting existing objects in selected areas. City personnel and / or their <br />representatives at the engineering firm of Bonestroo, Rosene, Andelik and <br />Associates (BRAA) will perform this work. <br /> <br /> <br /> <br />Background: <br />On August 26, 2002, the City Council approved resolution No. 5824 adopting the County Road 10 <br />Redevelopment and Revitalization Study. The City Council also named the implementation of this <br />study as a strategic goal on the City Council Priority List for 2004. <br /> <br />The County Road 10 Redevelopment / Revitalization Study was initiated several years ago. It <br />was intended to provide the vision and long-term plan for this segment of County Road 10. The <br />focus of the study was to evaluate the existing functions of this roadway corridor and determine if <br />there was an opportunity to increase the development potential, increase the aesthetics of the <br />area, increase safety along the roadway and at intersections, and provide a pedestrian corridor. <br /> <br />The goals of the plan were to improve safety in the County Road 10 corridor, integrate the <br />corridor by strengthening links to areas within Mounds View and the region, enhance the image of <br />the corridor, expand economic development opportunities, and maintain and restore natural <br />resource systems. <br /> <br />Given that the overall corridor plan for County Road 10 has been developed, the next step in <br />making the plan a reality is to develop and initiate an implementation plan. The City is currently <br />working on this portion of the plan. <br /> <br />Once the data had been collected, the City, along with the other agencies such as Ramsey <br />County, will develop a draft proposal and schedule for upgrading various intersections along <br />County Road 10 as well as adding pedestrian trailways on both sides (as called for in the <br />approved plan). At that time, the City will hold public informational meetings and solicit input from <br />interested parties. <br /> <br />Thank you for your patience and understanding during this project. This project did not follow a typical public improvement <br />process. This project was bid in two separate parts – excavation and final restoration. This was <br />done for two reasons: first, to allow for the project to proceed with an accelerated schedule and <br />secondly, to save several thousands of dollars (approximately $20,000) A full report will be <br />submitted to the City Council once all invoices have been submitted. <br /> <br />
