Mounds View City Council January 6, 2003
Special Meeting Page 3

1
Council Member Marty indicated he would like to use the Bulletin as he feels they provide better 2
coverage of the meetings. 3
4
MOTION/SECOND: Marty/Gunn. To Waive the Reading and Approve Resolution 5918, a 5
Resolution Selecting an Official City Newspaper, Acting Mayor, Treasurer and Official 6
Depository for 2003. 7
8
Ayes – 5 Nays – 0 Motion carried. 9
10
B. Resolution 5919, Setting the 2003 City Council Meeting Schedule 11
12
Mayor Linke indicated he had asked that the times for all meetings be set at 7:00 p.m. to avoid 13
confusion with residents. 14
15
Council Member Marty said he thought it was an excellent idea since there have been instances 16
in the past where residents come to work sessions assuming they will be able to speak but find 17
that they are too late because they thought the meeting began at 7:00 p.m. 18
19
Council Member Stigney indicated that consistent meeting times is a good idea but noted the 20
reason for the 6:00 p.m. start time was because the meetings became very lengthy and would go 21
quite late. He then said he would like the option of moving the work sessions back to 6:00 p.m. 22
if the meetings become long and begin going late. 23
24
MOTION/SECOND: Marty/Gunn. To Waive the Reading and Approve Resolution 5919, a 25
Resolution Setting the 2003 City Council Meeting Schedule. 26
27
Ayes – 4 Nays – 1(Quick) Motion carried. 28
29
Mayor Linke asked why Council Member Quick voted no. 30
31
Council Member Quick indicated the work sessions have been this way for a number of years 32
and he sees no reason to change. He then said that Council Member Marty contradicted himself 33
saying notice people but the idea that is proposed here is to get everything consistent so there is 34
no need to notice people. 35
36
C. Resolution 5920, Appointing City Council Members And City Staff As 37
Representatives for City Commissions and Other Organizations 38
39
Mayor Linke indicated he would serve on the North Metro Mayor’s Committee, Council Member 40
Gunn will serve on the Ramsey County League of Local Governments, Fire Department will be 41
Council Member Stigney. He then indicated that he wanted to take the Human Resources 42
Committee off of the resolution for discussion at an upcoming work session. 43
44
