Mounds View City Council December 30, 2002 <br />Regular Meeting Page 10 <br /> <br />be consistent with the AFSCME contract for holidays by eliminating good Friday as a holiday 405 <br />and changing New Years Eve day and Christmas Eve day to full days rather than half days; and 406 <br />Section 4.30 amends the language granting payout of sick leave to those who have left 407 <br />employment with the City. 408 <br /> 409 <br />MOTION/SECOND: Quick/Thomas. To Waive the Reading and Approve Resolution 5915, a 410 <br />Resolution Approving Changes to the City of Mounds View Personnel Manual. 411 <br /> 412 <br />Council Member Stigney indicated he objected to consideration of this motion based on the fact 413 <br />that the direction given to Staff was to look into the language of the policy and/or probationary 414 <br />policy and he thinks Staff has gone far beyond that by amending the policy. He then said that, if 415 <br />the policy is going to be changed, he thinks there are several things in the policy that needed 416 <br />amending rather than pulling out sections to change and not discussing it first at a work session. 417 <br /> 418 <br />Council Member Thomas commented that she was not sure what the two have to do with each 419 <br />other as Staff merely corrected some language that was problematic legally and there is nothing 420 <br />to preempt another Council from going into further detail at a work session. 421 <br /> 422 <br />Council Member Stigney said he disagreed per Roberts Rules it was not the direction of Council. 423 <br /> 424 <br />Mayor Sonterre indicated Council did ask Staff and the City Attorney to look at changing the 425 <br />language to make sure it was consistent. He then said he did not have an issue with Staff taking 426 <br />the extra step to make changes that were necessary in regards to legal issues. 427 <br /> 428 <br />MOTION/SECOND: Stigney/. Consider Resolution 5912 Granting the Newly Appointed Chief Sommer 435 <br />Approval to Attend the Minnesota Chiefs of Police Law Enforcement 436 <br />Academy 437 <br /> 438 <br />City Administrator Miller indicated she received a request from the incoming Chief to attend the 439 <br />Minnesota Chiefs of Police Law Enforcement Academy that starts on January 12, 2003, one day 440 <br />prior to his start date of January 13, 2003. 441 <br /> 442 <br />MOTION/SECOND: Quick/Thomas. To Waive the Reading and Approve Resolution 5912, a 443 <br />Resolution Granting the Newly Appointed Chief Sommer Approval to Attend the Minnesota 444 <br />Chiefs of Police Law Enforcement Academy and Amend Resolution 5903 to Change Mr. 445 <br />Sommer’s Start Date to January 12, 2003. 446 <br /> 447 <br />Council Member Thomas asked what the City’s legal obligation would be for the Chief attending 448 <br />the day before starting employment with the City. 449
