Mounds View City Council April 14, 2003 <br />Regular Meeting Page 17 <br /> <br />Council Member Marty indicated that Mr. Farrell would need to apply for a variance. 1 <br /> 2 <br />Mayor Linke indicated that Council is directing him to do this which means the variance would 3 <br />be granted. 4 <br /> 5 <br />City Attorney Riggs indicated that contract zoning is illegal in Minnesota so Mr. Farrell would 6 <br />need to go through the process. 7 <br /> 8 <br />Mayor Linke indicated he would like to have the stalls across the street but require that the two 9 <br />stalls be added to the parking lot. 10 <br /> 11 <br />Council Member Gunn agreed. 12 <br /> 13 <br />Interim City Administrator Ericson indicated he had taken the liberty of amending the Resolution 14 <br />from the last meeting to include the reference for the parking in front of the building. 15 <br /> 16 <br />Interim City Administrator Ericson indicated he had spoken to Mr. Zwirn who had indicated that 17 <br />the parking in front of the business was not an issue for him. 18 <br /> 19 <br />Mayor Linke indicated he wanted to add requirements to the Resolution to require that the two 20 <br />stalls be added within 90 days and that the applicant go through the variance process. 21 <br /> 22 <br />Interim City Administrator Ericson indicated that information could be added as a stipulation of 23 <br />approval. 24 <br /> 25 <br />MOTION/SECOND: Marty/Gunn. To Waive the Reading and Approve Resolution 5975 as 26 <br />Amended. 27 <br /> 28 <br />Council Member Stigney asked how the Planning Commission feels about this. 29 <br /> 30 <br />Interim City Administrator Ericson indicated the Commission is not necessarily opposed to the 31 <br />parking but they felt they wanted to maintain the recommendation as originally stated. 32 <br /> 33 <br />Council Member Quick indicated there is no parking on the west side of Greenfield and asked 34 <br />why the City would not consider allowing parking in front of the building on the west side of 35 <br />Greenfield. 36 <br /> 37 <br />Interim City Administrator Ericson indicated that parking on both sides of Greenfield may pose a 38 <br />safety issue. 39 <br /> 40 <br />Council Member Quick commented that there would be nothing to prevent the apartment 41 <br />residents from parking in the four stalls across from the business. 42 <br /> 43 <br />Interim City Administrator Ericson indicated he would ask the Planning Commission to consider 44 <br />parking on the west side of the street when the variance is considered. 45
