7 <br />TRAFFIC COUNTS <br />Every other year the City of Mounds View is required by the Minnesota Department of <br />Transportation to conduct Traffic Counts at specified locations. In 2003 the City will be conducting <br />traffic counts at a minimum of 36 locations throughout the City. <br /> <br /> <br />SPRING LAKE – INTRODUCTION OF WATER <br />In the spring of 2002, residents living around Spring Lake approached Staff and requested City <br />assistance to increase the water level of Spring Lake. On April 1, 2002, Staff presented to Council <br />the idea of introducing water into Spring Lake. The Rice Creek Watershed District has given this <br />a “Cautious Approval” to proceed and suggested that the residents around Spring Lake form an <br />official lake association. The water would be coming from the St. Paul Regional Water Services <br />(SPRWS). Before SPRWS will allow water to be discharged into Spring Lake, they will require <br />that the three adjoining cities (Mounds View, Spring Lake Park, and Fridley) enter into a joint <br />powers agreement with the Board of Water Commissioners of the City of St. Paul. <br /> <br />Since that time, no further action has occurred: a joint powers agreement has not been drafted, <br />an official lake association has not been formed, and residents have not contacted City Staff. <br />Staff is considering this issue closed until such time as property owners around the lake contact <br />the City again. <br /> <br /> <br />MANUFACTURED HOME PARK ACCESS STUDY <br />On January 13, 2003 the City Council authorized a study to determine feasibility of creating a <br />second access to the manufactured home parks within the City. Mounds View has three <br />manufactured home parks sites, two of which have only one access road. These are: Mounds <br />View Mobile Home Park and Towns Edge Terrace, neither of which currently complies with the <br />City Ordinance 1110.05 subdivision 2a. “Park Site shall have at least two (2) points of ingress and <br />egress for vehicles.” <br /> <br />The study will identify the preferred location of a second access, how it would be constructed, and <br />the estimated cost of construction. The study will also look at traffic impacts which will be created <br />by having these second accesses. <br /> <br />Traffic counts and vehicle turning movement data have recently been taken in the area of the two <br />manufactured home parks. The preferred second access location for Towns Edge Terrace <br />involves an area that may or may not be part of a wetland. Therefore, the study must wait until <br />the vegetation in this area resumes growing to make that determination. The report for Mounds <br />View Mobile Home Park is scheduled to be completed by mid-May. <br /> <br /> <br />WELL REHABILITATION PROGRAM -WELLS NO. 1 AND 2 <br />Bids were received and opened on December 3, 2002 for the rehabilitation of Wells No. 1 and 2. <br />The successful bidder was Keys Well Drilling Company. The notice to proceed was issued on <br />December 20th and work commenced early in January of 2003. Staff had the opportunity to <br />inspect the pump and piping at the contractor’s shop and the necessary repairs and replacements <br />were decided upon. Both wells were videotaped to their full depths. The videotape did not show <br />any repairs that were needed to the casing of the wells. The videotape also showed that the <br />depth of the wells had not changed since the last maintenance, so bailing was not required. Both <br />wells have been reinstalled, tested, and are back in operation. The only items remaining are the <br />calibrations of the water level indicators, which are scheduled for next week. The project was <br />completed on schedule. <br />Wells No. 1 and 2 will not be up for maintenance for another 7-8 years. <br /> <br />
