8 <br /> <br /> <br /> <br />ADDITIONAL UPDATES <br /> <br />WATER SERVICE FUND REPORT <br />On December 11, 2000, the City Council approved Ordinance Number 673 Amending Chapter <br />906 of the Mounds View Municipal Code entitled “Liability for Repairs” <br /> The property owner was still liable for all repairs between the water main to the structure <br />located on the premises. However verbiage was added to allow the City to perform, at its sole <br />discretion, all leak-associated repairs. <br /> Resolution No. 5487 was approved, which created a special account within the Water <br />Department Budget to fund the repair or replacement of private water services for all single family <br />units, duplexes, fourplexes and townhouses. In addition, a non-refundable fee of $4.00 per <br />quarter was added as an additional fee, charged to all single family units, duplexes, fourplexes <br />and townhouses to fund the water service repair program. <br /> <br />FINANCIAL SUMMARY <br />2001 <br />Revenue $34,753.38 <br />Expenditures $37,986.77 <br />Net Loss ($ 3,233.39) <br /> <br />2002 : January through September 4th <br />Revenue $23,257.57 <br />Expenditures $ 12,481.72 <br />Net gain $10,775.85 <br /> <br />It should be noted that this analysis did not include Staff time. A new tracking system was <br />developed in December of 2002 to better track actual cost of this program including staff time and <br />usage of City equipment and material. This was implemented for all water service repairs <br />occurring after January 1, 2003. <br /> <br /> <br />NPDES PHASE II <br />The City has submitted its NPDES Phase II permit, which included the Municipal Separate Storm <br />Sewer permit and the Storm Water Pollution Prevention Program (SWPPP). As part of the <br />SWPPP, the City will be formalizing and implementing forty-eight (48) storm water pollution <br />prevention programs. <br /> <br /> <br />COMMUNITY CENTER REPORTS <br />Since January of 2002, the Public Works Department has documented all maintenance and <br />operational issues encountered at the Community Center. The reports track the date, incident or <br />problem, and what action was taken to resolve the issue. These reports are forwarded to the City <br />Administrator on a quarterly basis. <br /> <br /> <br />MUNICIPAL STATE AID STREETS <br />The Municipal State Aid Streets (MSAS) construction needs have been updated for 2002. All <br />cities over 5,000 in population are eligible to receive a construction and maintenance allotment <br />from the Highway Users Tax Distribution Fund. The amount allocated is based upon population <br />and construction needs reported to the state for all MSAS designated streets from the previous <br />year. All changes to the City’s street mileage must be reported to the State Aid Engineer yearly.
