Item No: 9B <br />Meeting Date: May 27, 2003 <br />Type of Business: PH & CB <br />City of Mounds View Staff Report <br /> <br />To: Mounds View City Council <br />From: James Ericson, Interim City Administrator <br />Item Title/Subject: Consideration of a Conditional Use Permit Request <br />for an Over-Size Garage at 7988 Edgewood Drive; <br /> Planning Case No. CU03-002 <br /> <br />Introduction: <br /> <br />Property owners Steve and Sandy Eyler are requesting approval of a conditional use permit <br />to construct a detached 1,344 square-foot garage on their property located at 7988 <br />Edgewood Drive. The Eylers indicate that the existing single-stall garage is in poor condition <br />and needs to be replaced. (Staff’s inspection confirms this.) The lot is 36,750 square feet, <br />which is more than four-fifths of an acre. The existing garage will be demolished to make <br />room for the proposed new garage, which would be built in the same location in the rear <br />yard. <br /> <br />Discussion: <br /> <br />Section 1106.4, Subdivision 6, lists the specific conditional use permit requirements for <br />garages larger than 952 square feet. These requirements, such as setbacks and maximum <br />square-footage would all be met with this proposal. The Code also sets an upper limit of <br />accessory storage space on a property at 1,800 square feet, and this requirement is also <br />met. The applicants are proposing to construct the new garage behind the house in the <br />same general location of the original garage. <br /> <br />The Comprehensive Plan encourages the development and maintenance of residential <br />areas so as to improve the quality, appearance and attractiveness of housing units and <br />residential property in general. The Comprehensive Plan designates this property, 7988 <br />Edgewood Drive, as low-density residential. The 36,750 square-foot lot is large however <br />typical for this area. Most of the homes in this were built with detached single-stall garages, <br />which by today’s standards is not sufficient for the typical multi-car family. Many of the <br />property owners in this area have already expanded or replaced the original garages. <br /> <br />Adverse Effects <br /> <br />According to the City Code, the City must consider the possible adverse effects of the <br />proposed conditional use. The findings shall be based upon, but not limited to, the following <br />factors: <br /> <br />??Relationship with the Comprehensive Plan. <br />??The Geographical Area Involved <br />??Whether such use will tend to or actually depreciate the area in which it is proposed. <br />??The Character of the Surrounding Area <br />??The demonstrated need for such a use. <br />
