<br />Goettsch Council Report <br />June 23, 2003 <br />Page 3 <br /> <br />(4) The use, in the opinion of the City Council, is reasonably related to the overall needs of the <br />City and to the existing land use. <br /> <br />• The property owners own multiple vehicles, multiple motorcycles and a 35-foot long <br />motorhome, which is presently parked on the driveway. The request is reasonably <br />related to their needs. <br /> <br />(5) The use is consistent with the purposes of the Zoning Code and the purposes of the zoning <br />district in which the applicant intends to locate the proposed use. <br /> <br />• The Planning Commission and City Council encourage residents to make <br />improvements to their properties. One such common improvement is to expand garage <br />space to accommodate the needs of today’s multi-vehicle families. This proposal is <br />consistent with all zoning requirements and the purpose of the R-1, Single Family <br />zoning district. <br /> <br />(6) The use is not in conflict with the Comprehensive Plan of the City. <br /> <br />• As stated on the first page of this report, the proposed conditional use is consistent with <br />the Comprehensive Plan. <br /> <br />(7) The use will not cause traffic hazards or congestion. <br /> <br />• There will be no added traffic or congestion resulting from the proposed garage. <br /> <br />(8) Adequate utilities, access roads, drainage and necessary facilities have been or will be <br />provided. <br /> <br />• All utilities and infrastructure have already been provided. No additional utilities <br />are needed. <br /> <br /> <br /> <br />Adverse Effects <br /> <br />The Planning Commission reviewed the conditional use permit request and has considered <br />the possible adverse effects of the proposed use based upon, but not limited to, the following <br />factors: <br /> <br />• Relationship with the Comprehensive Plan. <br />• The Geographical Area Involved <br />• Whether such use will tend to or actually depreciate the area in which it is proposed. <br />• The Character of the Surrounding Area <br />• The demonstrated need for such a use. <br />
