To Approve Consent Agenda Items A, B, C, and D as 17 <br />Presented. 18 <br /> 19 <br /> Ayes – 5 Nays – 0 Motion carried. 20 <br /> 21 <br />Council Member Marty asked whether this would be a permanent permit. 22 <br /> 23 <br />Karen Wilkerson, the gambling manager for CLIMB indicated that it would be a permanent 24 <br />permit. 25 <br /> 26 <br />Mayor Linke indicated that the Staff report questions the trade area and whether the business 27 <br />must be in the trade area. 28 <br /> 29 <br />Ms. Crane read excerpts from the Ordinance and questioned whether the organization needed to 30 <br />have an office within the City. She also indicated that she has questions concerning the trade 31 <br />area. 32 <br /> 33 <br />Mayor Linke questioned the number of active members CLIMB has because the majority of them 34 <br />are employees. 35 <br /> 36 <br />Ms. Wilkerson indicated that most organizations have gambling managers that are members and 37 <br />90% are paid but the members are not paid. 38 <br /> 39 <br />Mayor Linke indicated that he had spoken to Peg who indicated that most are paid members. 40 <br /> 41 <br />Ms. Wilkerson indicated that they have gaming staff on the membership and those people are 42 <br />members and are paid staff. 43 <br /> 44 <br />Mayor Linke asked if all the members of CLIMB itself are paid members or volunteers. 45
