Mounds View City Council July 28, 2003
Regular Meeting Page 9

1
Ms. Wilkerson indicated that they are all employees of CLIMB just another portion of the 2
organization. 3
4
Mayor Linke indicated this would be a 27th location and then explained that CLIMB brings 5
messages to the schools through the use of plays and vignettes and that would not cost anything 6
because it is funded through the gambling proceeds. He then said that he was told that CLIMB is 7
trying to replace DARE because they feel the DARE program is not working. 8
9
Ms. Wilkerson indicated that CLIMB has not said that DARE is not working but they were 10
approached to write another program and they have done that. 11
12
Ms. Wilkerson indicated that gambling is a fund raising tool and there is no separation from 13
CLIMB and the gambling employees. She then said it is the fundraising that allows them to go 14
into the schools and help and provide these services. 15
16
Mayor Linke indicated he would like to postpone this item for further information and have the 17
City Attorney review it. 18
19
MOTION/SECOND: Linke/Marty. To Postpone Resolution 6065, a Resolution Approving a 20
Permit Application for CLIMB to Conduct Charitable Gambling Operations within the City. 21
22
Ayes – 5 Nays – 0 Motion carried. 23
24
Council Member Stigney asked whether a lower cost unit would work. 25
26
Mr. Gammel indicated that a lower cost unit would work but explained that they are cumbersome 27
for Staff because of the need to change locations and Staff would prefer to have the fluid head to 28
save time. 29
30
Council Member Stigney asked whether Staff did a Google search on the web for the cost of this 31
item. 32
33
Mr. Gammel indicated that he prefers to use vendors that he is familiar with or that are local. He 34
then said that even though he did a search for prices he found them to be comparable and he is 35
skeptical of places he has not dealt with. 36
37
Council Member Stigney indicated that once Staff knows which model they wish to purchase it is 38
simply a matter of determining the cheapest location to obtain it. He then suggested a catalog 39
that has a lot of products in it and said he questions whether there is the need for this extravagant 40
tripod expense for the City. 41
42
Mr. Gammel indicated he was aware of the catalog and said that he does not feel this model is 43
extravagant but yet it has the features Staff desires. He then said he did do a search including the 44
Internet and this dealer was the cheapest but he has not checked the catalog. 45
