Item No. 9A <br />Type of Business: CA <br />WK: Work Session; PH: Public Hearing; <br />CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Greg Lee, Director of Public Works <br /> <br />Item Title/Subject: County Road H Sidewalk Project <br /> Resolution No. 6088 Awarding the Construction <br />Contract Award <br />Meeting Date: September 8, 2003 <br /> <br />Background: <br />On July 28, 2003, the City Council adopted Resolution No. 6054 approving the <br />plans and specifications and establishing an August 21, 2003 bid date for the <br />County Road H Sidewalk Project. <br /> <br />Staff was informed by the City’s engineering consultant, Short, Elliott, <br />Hendrickson Inc., that additional time was needed to revise the plans and <br />specifications to address issues and concerns raised by the Rice Creek <br />Watershed District pertaining to the impacts the sidewalk may have on spring <br />creek. Additional data was collected in the form of soil borings and the plans <br />were revised to address the concerns raised by the Rice Creek W atershed <br />District. This additional work and plan revisions required that the bid date be <br />postponed. <br /> <br />On August 25, 2003, the City Council adopted Resolution No. 6078 canceling the <br />August 21, 2003 bid date and re-establishing a September 4, 2003 bid date for <br />the County Road H Sidewalk Project. <br /> <br />Bids for the County Road H Sidewalk Project were received at 10:00 a.m. on <br />Thursday, September 4, 2003 at City Hall. Copies of the bid tabulation for the <br />received bids are available upon request. <br /> <br />Discussion: <br />The engineer’s estimate for this project, based on the preliminary feasibility <br />report, was $363,075.00. This was comprised of a construction cost estimate of <br />$290,460 plus 25% for engineering and administrative fees. <br /> <br />The engineer’s estimate for this project, based on the final plan and <br />specifications, is $596,900.00, he construction portion representing $477,523.00. <br />The increase of $234,000 total project cost was due to a $40,000 increase in <br />construction cost estimates for the portion east of Silver Lake Road. This was <br />due to items, such as retaining walls, that were not included in the feasibility <br /> <br />Reviewed by City Administrator:___
