report. There was also a $180,000 increase in the construction cost estimate for
the portion west of Silver Lake Road. This was mainly due to metal sheet piling
proposed to be used to limit filling where the pathway crosses Spring Creek. The
Rice Creek Watershed District required that minimal fill be placed adjacent to
Spring Creek. Based on soil boring taken adjacent to Spring Creek, the soil
would not support a significant load that would be created by the installation of a
concrete retaining wall system, as originally planned. For this reason, metal
sheet pilings are proposed at a significant cost increase.

Bid Review - A total of four (4) bids were received for this project. Attached is a
summary letter from the SEH.

Because of the anticipate increase in cost to construct the pathway, where it
crosses Spring Creek, the bidding for this project was set up as so as to receive
bids for two distinct segments; Edgewood Drive to Knollwood Drive and
Knollwood Drive to the West City Limits.

A complete bid summary is as follows:

Base Bid Alternate Bid Total Bid
Bidder’s Name (Edge. to Knoll.) (Knoll. to West)______________

O’Mally Construction $216,597.25 $360,204.28 $576,801.53

Standard Sidewalk $210,681.50 $296,857.00 $507,538.50

Thomas & Sons $214,878.99 $419,757.00 $634,635.99

Ti-Zack Concrete $149,877.50 $234,037.10 $383,914.60

Engineer’s estimate $183,501.00 $294,022.00 $477,523.00

The total low bid of $383,914.60 was submitted by Ti-Zack Concrete
Incorporated of Le Center Minnesota. A bid bond for five percent (5%) of the bid
amount was included with the bid. The bid has been reviewed and found to be in
order.

Options
The City Council has several options to consider; award the contract for just the
segment from Edgewood Drive to Knollwood Drive or award the contract for the
entire project (Edgewood Drive to the West City Limits). There is also a third
option the City Council may want to consider. This would be to award just the
base bid (Edgewood Drive to Knollwood Drive) and then add in the segment from
Knollwood Drive to the West City Limits as a change order but delete the portion
where the sidewalk crosses Spring Creek. The total project cost of this option is
estimated to be $32,000 ($257,000.00 construction / $65,000 admin)
