Item No. 7F
Type of Business: CB
WK: Work Session; PH: Public Hearing;
CA: Consent Agenda; CB: Council Business City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Charles Hansen, Finance Director
Item Title/Subject: Resolution 5776 Hiring a Temporary Employee to
Fill the Cable TV Technician Position
Date of Report: May 23, 2002

Patrick Toth resigned as Cable TV Technician and his last day was April 24,
2002. We had anticipated that the City could receive support from the North
Suburban Communications Commission (NSCC) to cover a minimum set of
responsibilities until new staff is hired. It turns out that NSCC has staff shortages
of its own and has been able to provide little support.

Attached is a memo written by Patrick Toth prior to his departure outlining a
minimum set of tasks needed to support ongoing cable TV broadcasts. Many of
these haven’t been performed since April 24th. The City’s remaining part-time
Cable TV Operator and the NSCC staff should be able to tape all City Council
meetings and most commission meetings.

I have contacted Robert Half International and arranged for the temporary
services of a person. She has experience working in cable TV for another
suburb and should be well qualified to handle the duties outlined.

The rate the City will pay for her is $35.00 per hour. When this is viewed in the
context that the 2002 budget provided $19.00 per hour plus fringe benefits for the
Cable TV Technician and that there must be overhead and a profit margin for
Robert Half, it isn’t unreasonable. I anticipate her working four to six hours per
week.

Respectfully Submitted,

Charles Hansen
