To Approve Resolution 5902, a Resolution Approving <br />Severance for Givonna Reed. <br /> <br /> Ayes – 4 Nays – 1(Quick) Motion carried. <br /> <br />Assistant City Administrator Reed read Resolution 5901. <br /> <br />Council Member Stigney suggested calculated as of December 31, 2002. <br /> <br />Finance Director Hansen indicated that would not change anything. <br /> <br />Assistant City Administrator Reed read Resolution 5902. <br /> <br />K. Ordinance 708 <br /> <br />Community Development Director Ericson indicated that this item would amend Chapter 1008 <br />of the Code with regard to billboards to allow Clear Channel Outdoor to recover some of the <br />legal fees from the issue at the golf course. He also indicated that a Resolution was attached to <br />change the date to 2023 as the lease termination date. <br /> <br />Director Ericson indicated that Staff has been out at the golf course and the dots on the map <br />indicating where the billboards are to go may need to be refined in order to ensure there is no <br />interference with the play of golf at the course. He then said that some of the billboards may <br />need to be closer together than previously anticipated but, in no circumstance, would they be <br />closer than 750 feet. He further commented that the MNDOT requirements for separation are <br />500 feet. <br /> <br />Mayor Sonterre indicated that Council would like Staff to work to ensure that what the City <br />thinks is being built actually is built. He then commented that the billboards constructed at Sysco <br />looked nothing like the approved plans. <br /> <br />Director Ericson indicated that Clear Channel information has several specific references to <br />masonry but also said that Staff would work to ensure that the City gets what it thinks it is getting <br />out at the golf course. <br /> <br />Council Member Thomas asked if there was anything to ensure that the signs will look like <br />Exhibit A. <br /> <br />Director Ericson indicated that Exhibit A may need to be revisited as it looks nice on paper but, <br />in actuality, it may not fit out at the golf course and may need to come before Council for <br />modifications. <br /> <br />Council Member Thomas said she seems to find the little drawings presented on multiple <br />billboard issues to be creative art exercise better suited to a high school classroom as they are not <br />based in reality. She then said the end result should be what Council approves.
