4
the Noise Wall Issue along Trunk Highway 10 (TH 10). A full report will be submitted to the City
Council for review and discussion at the April Work Session.

ADDITIONAL UPDATES

MUNICIPAL STATE AID STREETS
The Municipal State Aid Streets (MSAS) construction needs are being updated for 2001. All cities
over 5,000 in population are eligible to receive a construction and maintenance allotment from the
Highway Users Tax Distribution Fund. The amount allocated is based upon population and
construction needs reported to the state for all MSAS designated streets from the previous year.
All changes to the city’s street mileage must be reported to the State Aid Engineer yearly. In
addition to the street mileage report, construction needs must be submitted to the state for all
MSAS designated streets. There were no additions to the Mounds View street system for 2001.
The needs report will be updated to reinstate those streets that have reached 20 years of age and
are now eligible for full construction needs.

The State Aid Engineers office has reviewed past Annual Certification Mileage reports and has
indicated that Mounds View has an additional 1.27 miles that can be added to the MSAS system.
We have checked our records and there appears to be a 0.45-mile error to the city’s benefit. We
are working to resolve this so we can designate the additional mileage this year, in order to
collect needs on the newly designated streets for the 2003 allotment. This years the City’s
allotment is $388,080. This is up from the 2001 allotment of $368,061.

SIGNAGE CHANGES – EDGEWOOD MIDDLE SCHOOL, PINEWOOD SCHOOL, H2 AND
JACKSON DRIVE
The Public Works Department will be working with the School District, Community Development,
and the Police Department to review street signage at three specific locations: Edgewood Middle
School, Pinewood School, and the intersection of County Road H2 and Jackson Drive. The
issues at the schools involve "No Parking" signage. The issue at H2 and Jackson Drive involves
reviewing the necessity for a stop sign along H2. Following the review, if there are recommended
changes, they will be presented to the City Council for discussion.

SILVER LAKE WOODS CONDOMINIUMS – PRIVATE STREETS
Public Works is investigating and reviewing the status of the Silver Lake Woods Condominium
Association proposal to dedicate streets and utilities to the City.

WATER USE REPORT
The Annual Water Use Report was submitted to the Department of Natural Resources on
February 12, 2002.
