Delivery of the MVM Although Independent Delivery Service has stated that <br />they deliver to all residents except those who have asked not to receive the <br />MVM, staff receives numerous complaints from residents who should be <br />receiving the MVM but are not. When a resident calls to complain that they have <br />not received the latest issue, a copy is mailed to them and/or a call is placed to <br />Independent Delivery Service. <br /> <br />The fact that some residents are not receiving the MVM may be due in part to the <br />fact that the MVM is bundled with the Focus News for delivery. There are 5088 <br />households in the City and only 4500 issues of the Focus are delivered to <br />residents. Further, the City requires 100% saturation of multiple unit dwellings <br />and the Focus requires only 25% saturation of multiple unit dwellings. <br /> <br />Staff has requested from the Focus a map that shows exactly where the papers <br />are delivered but the Focus has declined to respond, referring staff to <br />Independent Delivery Service. As mentioned above, Independent Delivery <br />service has stated that they deliver to all homes except those who have refused <br />deliveries. <br /> <br />Staff contacted Action Press, Inc. to inquire about the cost for them to manage <br />the delivery process. Their costs are as follows: <br /> <br />$150.00 For a one-year permit with the United States Post <br />Office for Bulk Mailing, <br /> <br />$125.00 Handling Fee for each time the City delivers the <br />Mounds View Matters Newsletter. <br /> <br />17.5¢ per copy Postage fee for each Mounds View Matters. Total <br />cost is approximately $980 dollars for 5,600 <br />newsletters.
