Consideration of Ordinance No. 535 Regarding Amendments to Chapter <br /> 1301 , "Flood Plain Zoning" <br /> Paul Harrington, City Planner, explained that in December of 1993 <br /> staff had met with representatives of the Department of Natural <br /> Resources to determine the effectiveness of the National Flood <br /> Insurance Program (NFIP) in Mounds View, review local flood plain <br /> management procedures and to assist with any local program related <br /> problems. Harrington reported that the results of the meeting were <br /> two-fold -- the DNR was able to provide- staff with review forms and <br /> permit applications which can be incorporated into City procedures <br /> to ensure that all applicable regulations are addressed at the time <br /> of permit review. Harrington stated that the second part of the <br /> review focused on the City Flood Plain Ordinance and its <br /> applicability and compliance with FEMA standards. Harrington <br /> explained that based on the review, the DNR asked staff to make <br /> changes to Chapter 1301 to clarify existing requirements and add <br /> definitions required by NFIP. <br /> MOTION/SECOND: Wuori/Trude to Approve Introduction of Ordinance Nc <br /> 535, "Flood Plain Zoning" <br /> VOTE: 4 ayes 0 nays Motion Carried <br /> C. Consideration of Resolution No. 4514 Calling for Public Hearing on <br /> the Question of Establishing an EconomicIDevelonment Authority for <br /> the City <br /> • <br /> Samantha Orduno, City Administrator, explained that one of the <br /> recommendations of the FOCUS 2000 Business, Growth and Development <br /> Team was to establish an Economic Development Authority. Orduno <br /> further explained that in order to begin the process , it is <br /> necessary to hold a public hearing on the establishment of the <br /> Economic Development Authority. Orduno asked that the date of the <br /> public he-ming be— a-rah 2-8 , l-9--9-4 .1994 . Orduno ported—that the City's <br /> Bond Counsel has been working on the documents which will formally <br /> establish the EDC and will be present at the March 7th Work Session <br /> to review the procedures with the Council. <br /> Councilmembers concurred that this is a step in the right direction <br /> and a process that has been looked into for years. <br /> MOTION/SECOND: Trude/Quick to Adopt Resolution No. 4514 Calling fc <br /> Public Hearing on the Question of Establishing an Economic <br /> Development Authority for the City <br /> VOTE: 4 ayes • 0 nays Motion Carried <br />
