Mounds View City Council Page Three <br /> 0 Regular Meeting March 28, 1994 <br /> Mayor Linke closed the public hearing at 7 : 35 p.m. <br /> MOTION/SECOND: Quick/Blanchard to Adopt Ordinance No. 534 Vacating <br /> Mustang Lane Street Right-Of-Way <br /> ROLL CALL VOTE: <br /> Mayor Linke - yes <br /> Acting Mayor Blanchard - yes <br /> Councilmember Quick - yes <br /> Councilmember Wuori - yes <br /> Councilmember Trude - yes <br /> 4 ayes 0 nays Motion Carried <br /> 7 : 05 p.m. Public Hearing on Establishment of Economic Development <br /> Authority - Resolution No. 4352 Enabling Resolution Establishing the <br /> Mounds View Economic Development Authority Under Minnesota Statutes, <br /> Sections 469 . 090 through 469 . 108 <br /> Mayor Linke opened the public hearing at 7 : 36 p.m. Samantha Orduno, City <br /> Administrator, explained that the purpose of establishing an Economic <br /> Development Authority is to establish a formal, corporate entity in which <br /> to vest the economic development opportunities and activities of the City <br /> 411 with a concentrated effort directed to business retention, housing <br /> rehabilitation and redevelopment. Orduno further reported that the <br /> creation of an economic development mechanism is especially meaningful to <br /> the City because it will utilize all of the legal opportunities afforded <br /> an EDA to further the economic development goals developed by the City <br /> Council and the FOCUS 2000 groups. <br /> Orduno further explained that the process of establishing an EDA begins . <br /> with the adoption of the Enabling Resolution which is a description of <br /> the duties and powers that the EDA will be authorized to use for economic <br /> development activities. <br /> MOT3ON/SECOND: Blanchard/Trude to Adopt-Resolution No. 4�5-2—En-ab-1-ing <br /> Resolution Establishing the Mounds View Economic Development Authority <br /> Under Minnesota Statutes, Sections 469 . 090 through 469 . 108 <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> Samantha Orduno, City Administrator, reported that State Statutes permit <br /> the City, by resolution, to transfer. the control, authority and operation <br /> of any project or program located within the City from the municipal <br /> government agency the established the project or program to the EDA. <br /> Orduno explained that Resolution No. 4533 Transferring to the Mounds View <br /> EDA the Control, Authority, and Operation of the City's Development <br /> Districts and Programs and the Tax Increment Financing Districts Therein <br /> 0 transfers the control, authority and operation of the City's three <br /> economic development districts to the EDA. <br />
