Orduno reported that the FOCUS 2000 Report, presented <br /> in March, indicated a strong desire on the part of the Mounds View <br /> stakeholders to initiate a long term economic development plan for the <br /> City. Orduno stated that one of the first steps the City can take to <br /> accomplish this goal is to set the stage for a comprehensive <br /> development/redevelopment plan by consolidating the City's three tax <br /> increment districts into one project area. Orduno further stated by <br /> consolidating the districts, the newly created Economic Development <br /> Authority is presented with additional funding opportunities with which <br /> to implement a City-wide program for economic development. <br /> MOTION/SECOND: Quick/Blanchard to Set the Public Hearing for May 9, <br /> 1994, 7: 05 p.m. to Consider the Consolidation of the City's three <br /> TIF districts into one Project Area and Amend the Tax Increment <br /> Financing Plans <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> b. The Minnesota League of Cities has asked the two to present two <br /> major presentations at the upcoming conference. Tim Cruikshank and <br /> Mary Saarion will do a presentation on User Friendly Mechanisms, <br /> Methods and Techniques and Samantha will be presenting on Success <br /> • Stories of Alternative Revenue Sources. <br /> Mayor Linke asked the City Administrator to contact Senator Novak and <br /> Representative Evans and invite them to attend the April 25th Council <br /> Meeting and update the community on legislative activity. <br /> Report of Staff: <br /> Mary Saarion, Director of Parks, Recreation and Forestry, reported that <br /> on Friday and Monday the Department had received 6 complaints regarding <br /> dog waste in the parks, especially those parks that have pathways. <br /> Saarionasked everyone topick upaftertheirdogsand_if anyone <br /> has has names of those persons not picking up after their dogs that they <br /> should call her and she would follow up on this item. <br /> Mary Saarion also reportedthat the Department had received their first <br /> credit card report and there were $3 , 000 of registration fees paid by <br /> credit card. <br /> Councilmember Trude asked Mary Saarion to talk about rollerblading. <br /> Mary Saarion reported that there is a rollerblading rink at Hillview. <br /> Saarion reported that three rollerblading programs had been started this <br /> spring. Saarion stated that rollerbladers are discouraged from using the <br /> tennis court areas as the surface becomes soft and the use of sticks <br /> 0 opens us cracks and lets moisture seep in which destroys the surface. <br />
