Mounds View City Council Page Sixteen <br /> • Regular Meeting April 25, 1994 <br /> MOTION/SECOND: Quick/Trude to Adopt Resolution No. 4556 Awarding <br /> the Sale of the City's Taxable General Obligation Tax Increment <br /> Refunding Bonds, Series 1994B and Provide for Their Issuance <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> K. Consideration of Reclassification from Public Works Supervisor to <br /> Public Works Director <br /> Samantha Orduno, City Administrator, reported that after the <br /> departure of the Public Works Director last year the City's Public <br /> Works Supervisor assumed responsibility for managing the Public <br /> Works Department including the divisions of Streets, Water and Sewer <br /> Operations, Maintenance Garage and Surface Water Management. Orduno <br /> stated that the City would evaluate the department's operations <br /> after one year and make a final determination regarding position <br /> classifications and chain of command. Orduno noted that during the <br /> past year the Public Works Supervisor has performed admirably, far <br /> exceeding theexpectations set forth at the time he assumed <br /> responsibility for the department. Orduno further noted that the <br /> Public Works Supervisor has managed some very difficult projects in <br /> 411 a manner that is characteristic of teamwork and professionalism as <br /> well as gained the trust of the Public Works employees and has <br /> managed to complete several projects that were not completed by his <br /> predecessor. <br /> Orduno also reported that because the duties and responsibilities <br /> of Public Works Director dictate attendance at meetings, <br /> consultations with engineers and other professional personnel <br /> assisting the City in its operations, the need to have a designated <br /> "second in command" positions is essential to the efficient and <br /> effective management of the Public Works Department. Orduno <br /> reported that it is in the City's best interest to create the <br /> -positIon-of- "le-adperson" to manage-the department--in the absence-of _ ___ <br /> the Public Works Director. <br /> Mayor Linke stated that he has watched Mike Ulrich grow into this <br /> position and the position grow. Mayor Linke stated that he <br /> concurred with the City Administrator's views and strongly <br /> recommends this change to fellow members of the City Council. Mayor <br /> Linke stated that Mr. Ulrich has gone a great dealer further in his <br /> growth than expected. <br /> Councilmember Wuori asked if the lead man would be chosen or <br /> appointed as a management decision of the Council. Mr. Ulrich felt <br /> that Tim Pittman would be the most qualified for the position of <br /> leadman. <br />
