Mounds View City Council Page Sixteen • Regular Meeting April 25, 1994 MOTION/SECOND: Quick/Trude to Adopt Resolution No. 4556 Awarding the Sale of the City's Taxable General Obligation Tax Increment Refunding Bonds, Series 1994B and Provide for Their Issuance VOTE: 5 ayes 0 nays Motion Carried K. Consideration of Reclassification from Public Works Supervisor to Public Works Director Samantha Orduno, City Administrator, reported that after the departure of the Public Works Director last year the City's Public Works Supervisor assumed responsibility for managing the Public Works Department including the divisions of Streets, Water and Sewer Operations, Maintenance Garage and Surface Water Management. Orduno stated that the City would evaluate the department's operations after one year and make a final determination regarding position classifications and chain of command. Orduno noted that during the past year the Public Works Supervisor has performed admirably, far exceeding theexpectations set forth at the time he assumed responsibility for the department. Orduno further noted that the Public Works Supervisor has managed some very difficult projects in 411 a manner that is characteristic of teamwork and professionalism as well as gained the trust of the Public Works employees and has managed to complete several projects that were not completed by his predecessor. Orduno also reported that because the duties and responsibilities of Public Works Director dictate attendance at meetings, consultations with engineers and other professional personnel assisting the City in its operations, the need to have a designated "second in command" positions is essential to the efficient and effective management of the Public Works Department. Orduno reported that it is in the City's best interest to create the -positIon-of- "le-adperson" to manage-the department--in the absence-of _ ___ the Public Works Director. Mayor Linke stated that he has watched Mike Ulrich grow into this position and the position grow. Mayor Linke stated that he concurred with the City Administrator's views and strongly recommends this change to fellow members of the City Council. Mayor Linke stated that Mr. Ulrich has gone a great dealer further in his growth than expected. Councilmember Wuori asked if the lead man would be chosen or appointed as a management decision of the Council. Mr. Ulrich felt that Tim Pittman would be the most qualified for the position of leadman.
