Mounds View City Council Page Fourteen <br /> • Regular Meeting May 9, 1994 <br /> Mayor Linke stated that State Representative, Geri Evans, put in <br /> for grant money by the state for this program. Linke stated that <br /> the Council had heard that it did not get heard in committee and <br /> died. Linke stated he spoke with Representative Evans and she <br /> informed him that it now is attached to another bill and it is on <br /> the Governor's desk to be signed. If this bill gets passed, the <br /> City would be reimbursed this funding. <br /> Councilmember Trude stated that grants are the best way to pay for <br /> these costs. Trude further asked if this money is coming out of the <br /> TIF funds as money can be set aside for administrative funding. <br /> Orduno stated that 10% of EDA TIF funds can be used for <br /> administrative costs. <br /> Councilmember Trude asked that the resolution be amended by <br /> removing, "AT THE RECOMMENDATION OF THE ECONOMIC DEVELOPMENT <br /> AUTHORITY" from the title of the resolution and the entire <br /> first paragraph as the Economic Development Authority never <br /> discussed this nor made a recommendation. Also, where reference <br /> is made to the Economic Development Authority in the fourth <br /> WHEREAS should also be stricken. <br /> 111 MOTION/SECOND: Trude/Blanchard to Adopt Resolution No. 4566 Amending <br /> the 1994 General Fund Budget to Support the Implementation of a <br /> Marketing Program for the City of Mounds View <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> N. Consideration of a Settlement with Waste Disposal for the Andover <br /> Landfill <br /> Samantha Orduno, City Administrator, reported that since the Spring <br /> of 1991 the City's Spring Clean Up event had been suspended. Orduno <br /> explained that the City had received alot of calls asking why the <br /> City did not have Spring Clean Up. The City had a clean up day this <br /> year but it was not subsidized by the City. <br /> Orduno reported that the City has been served with pending <br /> litigation from the Waste Disposal Litigation site. This is a PRP <br /> group that has been put together. Andover Landfill was designated <br /> as a Superfund site and the potentially responsible parties were <br /> identified. The clean up cost is $24 million and the PRP group has <br /> banded together to go after or pursue any and all users. The City <br /> of Mounds View was identified as a transporter of various different <br /> loads for the 1991 Spring Clean Up and two services in 1989 and one <br /> in 1983 . The charge by the landfill to the City for using the <br /> landfill was $4 , 327 for that Spring Clean Up. A settlement being <br /> 4/1 <br /> offered to us is $12 , 000 before May 13 or $15, 000 thereafter plus <br /> any attorneys that they incur for going after all the people who did <br />
