Mounds View City Council Page Fifteen
• Regular Meeting May 9, 1994
not join with them in the initial settlement with EPA. Orduno read
the business that were involved. Several corporations have chosen
not to pursue claims against the City of Mounds View.
Orduno would like to say that the cities in the area are banding
together like they did with Oak Grove but the various cities are
either taking the settlement offers or not settling. Orduno stated
that if Mounds View settles there are covenants that if EPA finds
additional materials on the site they could come back for more
money. Mounds View's trip tickets very clearly state Spring Clean
Up and how much was brought. Orduno stated that the City did not
transport anything that residents would not transport on their own.
Orduno stated that this is not the last of the landfill litigations.
The City has filled out the questionnaire for East Bethel. Orduno
stated that she is not clear if the legislation could help the City
or not.
Trude stated that maybe our lobbying dollars should be spent on
getting the Superfund legislation killed.
Attorneys advice is that they don't know which way it will go. The
City could settle now or wait and see what happens in the future.
Orduno stated that the Council should consider this settlement and
that the City should get a written opinion from the legal counsel.
Orduno reported that she could call to get an extension on the
settlement payment.
Trude stated that the Council has not had the opportunity to read
anything about it.
Mayor Linke asked Orduno to contact the City Attorney and ask for
an opinion and then contact him and he could call an emergency
meeting if necessary.
0. Discussion Regarding 800 Megahertz System
Linke reported that there is a metro-wide study going on to move all
radio bands to an 800 megahertz area. Counties are attempting to
work to set up a policy board and use the old 911 policy board as it
systems which leaves out all the cities. This would give the City
no voice on the board. There are saying the 911 system and radio
system are very similar. Linke stated that this was brought up for
information and that he would look at it carefully at the AMM level
and the RCLLG legislative committee. This would cost the City a lot
of money to change all radios over to 800 megahertz .
Linke stated that legislature put together a committee put together
411 by Metropolitan Council and now are looking to put together a policy
board. The group has been meeting for eight months.
