Mounds View City Council Page Three <br /> • <br /> Regular Meeting May 9, 1994 <br /> Mayor Linke reiterated that at the last meeting the Council has asked the <br /> residents to help the City in discovering who is illegally dumping in the <br /> park. Mayor Linke reflected on a telephone call from a resident who <br /> informed the City Administrator that he followed someone who proceeded to <br /> dump brush in the compost site near the attendant. The resident asked <br /> the attendant why this person was dumping brush and the attendant stated <br /> he hadn't noticed and made the person pick up the brush and put it back <br /> into his truck. <br /> Mr. Murray stated that when he was there earlier today there were three <br /> pick up trucks with trailers loading compost. Mr. Murray stated that <br /> getting rid of the compost site for $4 , 000 is a small amount. <br /> Mayor Linke stated that the City is asking Ramsey County to locate an <br /> alternate site for the compost site. Linke stated that all sites that <br /> the City proposed were rejected by the County for various reasons. <br /> Mr. Murray asked where these sites were located. <br /> Mayor Linke indicated that there was a site by the new golf course which <br /> the County stated was too close to one home. Linke indicated that there <br /> was another site along Mustang Drive and Councilmember Quick had proposed <br /> • a site at the arsenal. Arden Hills leases a site from the Army for that <br /> purpose. <br /> Mr. Murray stated that the amount of people who are against moving <br /> or relocating the compost site out of the City is a great number and <br /> there will be some really angry citizens if they have to drive a long <br /> way to a compost site. <br /> Councilmember Blanchard went over the conclusions that were reached at <br /> the last Council Work Session at which Zach Hanson, Ramsey County, and <br /> Patrick Harris, from the County Commissioner's office, were in <br /> attendance. Blanchard stated that the City stated what the problems were <br /> with regard to—the—site, .-e--. , turning -over of the—compost earl-y_on <br /> Sunday mornings. Mr. Hanson stated that he was not aware of this <br /> problem, but it would not happen again. Hanson indicated that perhaps <br /> the County could help out with fence repair and could also help with some <br /> screening, however, if the compost site is relocated the County will not <br /> help with those items at all. Blanchard stated that communication is a <br /> big factor with regards to the site and the citizens must work with the <br /> City and the City, in turn, must work with the County. Blanchard further <br /> stated that the City Council had passed a resolution at their May 9, <br /> 1994 , regular meeting to keep the current site open until another site is <br /> found. <br /> Mayor Linke stated that the attendant at the site had been telling people <br /> that the site would be closed and did not tell them an alternative site <br /> 0 was being sought. Linke stated that this was not correct information and <br /> the site will not be closed until an alternative site is found. <br />
