Mounds View City Council Page Four <br /> 411 Regular Meeting May 9, 1994 <br /> Councilmember. Trude stated that she called the County and asked the <br /> County if they would purchase the homes to make the site larger. The <br /> County indicated that they have some money to help with the fence and <br /> screening but would not spend a dollar if the site were to be moved. <br /> Trude explained the five Councilmembers hold quite different opinions on <br /> the site and the opinion of some is not the opinion of all five. <br /> PUBLIC HEARING: 7 : 05 To Consider Formal Approval for the Amendments to <br /> the Tax Increment Financing Plans for the Consolidation of the City's <br /> Three Development Districts Into the "Mounds View Economic Development <br /> Project" , Resolution No. 4564 <br /> Mayor Linke opened the public hearing at 7 : 28 . <br /> Samantha Orduno, City Administrator, reported that Resolution No. 4564 <br /> gives formal approval for the Amendments to the Tax Increment Financing <br /> Plans for consolidation of the City's three Development Districts into <br /> the "Mounds View Economic Development Project. Orduno explained that the <br /> Plans consolidate and amend the three Development Programs for those <br /> Development Districts and redesignate that unified program as the Project <br /> Plan. Orduno further stated that these plans also amend the Project Plan <br /> 0 and the three tax increment plans to reflect additional goals, activities <br /> and expenditures for various Council identified development and <br /> redevelopment. Orduno noted that the amendments provide for flexibility <br /> in anticipation of future development costs and that the primary purpose <br /> for the consolidation of the three Development Districts into one Project <br /> Area is to utilize a degree of funding flexibility for projects which may <br /> take place anywhere within the Project Area. Orduno also stated that <br /> consolidation will provide development and redevelopment opportunities <br /> that would allow the EDA and City to accomplish development and <br /> redevelopment priorities in areas that prior to this lacked funding <br /> mechanisms. <br /> M-ayor Linke s-tated that—this is another step—that is being taken by <br /> the City which was a result of the Focus 2000 group. <br /> Alice Frits, 8072 Long Lake Road, asked where the three development <br /> districts are located. <br /> Orduno stated that the districts are the Business Park, north and south, <br /> Highway 10 corridor and Sysco. <br /> Mayor Linke closed the public hearing at 7 : 32 p.m. <br /> MOTION/SECOND: Wuori/Blanchard to Adopt Resolution No. 4564 Approving <br /> Economic Development Project and Tax Increment Financing Amendments <br /> 411 VOTE: 5 ayes 0 nays Motion Carried <br />
