Mounds View City Council Page Eight <br /> 0 Regular Meeting May 9, 1994 <br /> preparations for opening, would have staff to hire, golf course <br /> manager to hire, make sure the irrigation system is operational, <br /> and observation and preparation beginning as early as March for <br /> operation of the driving range. <br /> Ed Murray asked who the staff consists of. <br /> Orduno indicated that there will be a maintenance crew which would <br /> be seasonal until after the season ends. The only full time person <br /> would be the golf course superintendent. The manager would be part <br /> time and would supervise the maintenance crew. <br /> MOTION/SECOND: Quick/Blanchard to Adopt Resolution No. 4558 <br /> Approving the Hire of Kurt Johnson, Golf Course Superintendent, to <br /> be Funded Out of Account No. 100-4375-010 <br /> VOTE: 5 ayes 0 nays Motion Carried <br /> E. Consideration of Adoption of Resolution No. 4561 Adopting the 1995 <br /> Budget Calendar <br /> Don Brager, Finance Director-Treasurer, reported that Section 7 . 04 <br /> of the City Charter prescribes the requirements for a Budget <br /> Calendar. Staff has compiled a schedule of dates in the form of <br /> Resolution No. 4561 listing anticipated activities in connection with <br /> budget activities. Brager also reported that a letter and copy of <br /> the budget calendar resolution would be sent to all FOCUS <br /> participants and those persons who participated in the last Truth In <br /> Taxation Hearing as well as the resolution would be posted in the <br /> City Hall lobby. Brager stated that there would be a special <br /> information meeting in late October, which is separate and apart <br /> from the formal budget hearing. Brager announced that all budget <br /> meetings are open to the public. <br /> -Mayor-Linke annaunced thaf_or thase persons who were not part of <br /> the FOCUS Groups, copies of the budget calendar still can be <br /> obtained by contacting City Hall. Linke stated that eleven meetings <br /> will be held by the City Council. <br /> Brager further stated that this list of budget meeting dates <br /> provides ample opportunity for citizens to become informed and to <br /> participate in the budget process if they so desire. <br /> Councilmember Trude stated that there would be a change in budgeting <br /> this year in response to Focus Group recommendations and asked Don <br /> Brager to explain that change. <br /> Brager explained that the City would be switching from a department <br /> • line item budget to a program performance budget and cited how this <br /> type of budgeting differs from what was previously done. <br />
