Mounds View City Council Page Seven <br /> • Regular Meeting June 27, 1994 <br /> Council approved a Conditional Use Permit to Jeff Weldon to operate a new <br /> and used car sales lot at 2975 Highway 10. Harrington further stated <br /> that this request would allow minor auto repair to take place on the <br /> site. <br /> Harrington asked the Council to consider the scheduled days and hours of <br /> operation of the facility, what provisions will be made for parking of <br /> vehicles to be worked on (the Code requires a minimum of 4 stalls plus 2 <br /> stalls for each service bay) and will customers be those that have <br /> purchased cars from the dealership or is service available to anyone <br /> desire car service. <br /> Councilmember Blanchard stated that, in the past she had had numerous <br /> complaints regarding cars being parked on Spring Lake Road and on the <br /> boulevards and asked if there is adequate room on the site for cars for <br /> sale and for repair. Blanchard also asked if this would create more <br /> traffic and parking problems. <br /> Jeff Weldon, owner of Auto Central, stated that there will be no increase <br /> traffic and customer parking as modifications to the site have been made. <br /> Weldon stated that the customers who have purchased cars from the <br /> dealership will be the persons being served for minor auto repair and the <br /> . dealership can provide them with a cheaper labor rate. <br /> Jeff Weldon also indicated that the lot had been reduced of used cars to <br /> make more room for customer parking. <br /> Steve Butgusaim, 3001 Highway 10, owns property just west of Auto Central <br /> and he stated that he is opposed to allowing enhancement of the business <br /> because it will increase traffic and noise pollution as well as exhaust <br /> and oil spillage. Butgusaim stated that the area is primarily a <br /> residential area with the exception of Auto Central. <br /> Councilmember Blanchard stated that one of ,the conditions of a <br /> Condit-iona-1 UsePermit is that the-situation—will---be -reviewed--after -one <br /> - - - <br /> year. Blanchard stated that if the enhancement of the business becomes a <br /> problem, it can be stopped. <br /> Butgusaim stated that the neighborhood still has to endure the problems <br /> for one year. <br /> Mayor Linke stated if there are problems and they are reported to staff <br /> they can be taken care of. <br /> Representative of Auto Central asked how will the minor repair increase <br /> customers and stated that the business is not looking to increase <br /> customers. Many of the customers live in Mounds View and have been <br /> previous customers of the businesses' new mechanic. <br />
