411Mounds View City Council Page Sixteen <br /> 1 Regular Meeting July 25, 1994 <br /> Jerry Blanski talked to a person directly across from Woodcrest Park <br /> and wondered why Woodcrest Park was not developed and brought up to <br /> par. Volleyball park not used. The residents were told that there was no <br /> money to do so. Is there grant money available to do so? <br /> Trude stated the grant applied for is a park development grant. <br /> Dan Lindberg, 7188 Knollwood stated he was concerned about safety. <br /> Lindberg stated that last year he kicked out a squatter who had set up <br /> camp in his backyard. <br /> Mayor Linke closed the public hearing. <br /> MOTION/SECOND: Wuori/Blanchard to Adopt Resolution No. 4600 Approving <br /> the Outdoor Recreation Grant Proposal for Park Acquisition and <br /> Development <br /> Councilmember Trude stated this had to be discussed and was totally <br /> shocked about the number of people against a park. Trude stated that <br /> a City could control a park but not another's private property. <br /> Trude stated that one-third of the owners of the property in the area <br /> are in attendance and are opposed to the park. Trude stated that she <br /> visits the parks to meet other families. Trude stated if the neighbor- <br /> 1111 hood doesn't want it the money shouldn't be spent there. The Council <br /> needs to discuss and deliberate on this item. <br /> Councilmember Blanchard stated that these people in the area are opposed <br /> to the park development and is wondering about the future of the park <br /> in the City. There is no park in the southwest section. This item <br /> has come up quickly as there are time constraints on the grant and if <br /> the grant is not received the park development is a moot point and if <br /> it is passed up at this time is the Council doing what is right for <br /> the entire City of Mounds View. <br /> Councilmember Wuori stated that the City Council is responsible for <br /> -serving-the-broad-community. Children need-something to-do--and-- <br /> should be given good opportunities. Wuori stated that the Council <br /> has the opportunity to share funding to provide something for the <br /> community but it is hard to be told to be good stewards and not <br /> provide something good for the community. <br /> Councilmember Trude stated her concern for the homeowners of the <br /> park land who would be impacted and those persons haven't spoke <br /> for or against the park. <br /> Mayor Linke stated that he normally looks for the NIMBY syndrome, <br /> and a lot of what he has heard, is not in my backyard and it is okay to <br /> have the park elsewhere but not by my property. Linke stated that he <br /> 1111 normally takes the NIMBY situation and looks at what is going on for the <br /> betterment of the entire community, however, this time he stated that he <br /> will vote for the NIMBY'S and let them face the consequences. <br />
