411Mounds View City Council Page Five <br /> 1 Regular Meeting September 26, 1994 <br /> Harrington reported that staff had met with the Consulting Engineer <br /> and it was his opinion that a sufficient ponding plan can be <br /> established to handle the anticipated runoff. Harrington explained <br /> that the Engineer had also informed the applicant that the Rice <br /> Creek Watershed District needed to be contacted regarding a wetland <br /> within the development which is on the National Wetland Inventory <br /> (NWI) and that a RCWD permit would be required for approval of the <br /> project. <br /> Harrington further reported that the applicant has delineated the <br /> referenced wetland to the satisfaction of the RCWD and has <br /> resubmitted the Plat for consideration by the Council. Harrington <br /> noted that the applicant is requesting that the City Council <br /> ocnsider taking action on the preliminary plat at tonight's meeting <br /> and then the project would be more fully reviewed at the October 3rd <br /> Work Session at which time the Consulting Engineer can be present to <br /> discuss the storm water management issue with the final plat being <br /> considered at the October 10, 1994 Council Meeting. <br /> Harrington introduced John Wilzek, Comstock and Davis, who explained <br /> where the proposed ponding would occur. There were three areas <br /> being considered. Wilzek stated the the developer was negotiating <br /> • to obtain property behind Outlot A. Mr. Wilzek also stated that <br /> soil borings in close proximity to the gas station were taken and no <br /> ground water contamination was found. <br /> Many questions were addressed to staff and Mr. Wilcek regarding the <br /> storm water drainage issues in the vicinity of the proposed plat. <br /> It was suggested that this item be tabled for further discussion to <br /> the October 3rd Work Session. <br /> MOTION/SECOND: Quick/Blanchard to Table the Consideration of <br /> Preliminary Plat, Sherwood Estates to the October 3 , 1994, Work <br /> Session <br /> VOTE: 4 ayes 0 nays Motion Carried <br /> E. Consideration of Resolution No. 4637 Creating a Recycling Intern <br /> Position <br /> Tim Cruikshank, Assistant to the City Administrator, presented the <br /> background on the creation of the proposed Recycling Intern Position <br /> explaining that it would be a part-time position up to 19 hours per <br /> week with no benefits. Cruikshank explained that funding for this <br /> position for the remained of 1994 would come from the 1994 recycling <br /> budget that was funded by a Ramsey County SCORE grant and for 1995, <br /> the City expects to again receive SCORE funding form the County <br /> which would be used for recycling programs and personnel costs. <br />
