Mounds View City Council Page Three <br /> 1111 Regular Meeting October 10, 1994 <br /> Harrington explained that Rocky was away from the office the first part <br /> of the last week and that he was at a conference the later part of last <br /> week. Harrington stated that he had left a message for Rocky stating <br /> that they would get together this week to discuss the runoff <br /> calculations. <br /> Mayor Linke commented that there would be no problem with approving the <br /> preliminary plat as there would be nothing that couldn't be fixed between <br /> the preliminary plat approval and approval of the final plat. <br /> Harrington stated that the approval of the preliminary plat allows for <br /> adjustments to be made to the preliminary plat before approving the final <br /> plat. <br /> Councilmember Quick stated there are a number of issues that still aren't <br /> settled and that he is concerned that the City would be held to the <br /> preliminary plat and might be something that is not acceptable. Quick <br /> stated that the City should move slowly and settle the issues. Quick <br /> explained that the City got in trouble with another project that <br /> Councilmember Quick still isn't in agreement with. <br /> Mayor Linke stated that the preliminary plat could be approved with <br /> 1111 contingencies. <br /> Councilmember Quick stated again that he wants to see that everything . <br /> is in-line with the development. Quick stated that he feels it would <br /> be prudent to move slowly and make sure everything is correct. <br /> Quick does not feel that another week is a significant delay. <br /> Councilmember Trude asked if the ponding areas were the issue. <br /> Councilmember Quick stated that the Storm Water Plan that does not seem <br /> to fit in very well, which the Ardan Plan is part of. Quick stated that <br /> the City should take their time and go slowly so the City does not have <br /> to pay_in increments every y-ear_to fix—the items_ that_are_wrong. <br /> Mayor Linke stated that the preliminary plan could be approved and <br /> contingencies could be place on the development. <br /> Councilmember Trude asked what the City's storm water plan says regarding <br /> runoffs in the small residential developments. <br /> Harrington explained that clarification needs to be compromised between <br /> the two engineers resolving whether it is a minor or major project. <br /> Mr. Wilczek attempted to explain the difference between small and <br /> large development and what method this development falls into. <br /> 1111 Mayor Linke stated that the City uses the SES method of calculating <br /> runoff per the Storm Water Management Plan. <br />
