IIIMounds View City Council Page Seven <br /> Regular Meeting October 10, 1994 <br /> Ms. Strupman explained that the hold up of this project is putting undue <br /> stress on her parents as they are attempting to ascertain property in <br /> Arizona. Ms. Strupman asked the Council to approve the preliminary plat <br /> so the project can move forward. <br /> Mayor Linke stated that the development had not come before the Council <br /> until two weeks ago. <br /> Harrington reported that the project was forwarded to the City Council <br /> during a work session in July. The Planning Commission's recommendation <br /> set a contingency that the storm water issue had to be approved by the <br /> City Engineer. The Council reviewed this project and noted the <br /> contingencies on the project from the Planning Commission and the Council <br /> wanted those contingencies taken care of. The applicant approached the <br /> Rice Creek Watershed District because of a wetland noted on the project, <br /> the applicant had to have the wetland delineated and then had to obtain <br /> the approval of the Rice Creek Watershed District which was not approved <br /> until September 14, 1994 at the Rice Creek Watershed District meeting. <br /> Jan Strupman stated that she would appreciate the Council approving the <br /> preliminary plat for the project. <br /> • Jon Wilcek, Engineer for the project, stated that it was the developer's <br /> responsibility to address the Rice Creek Watershed District, but stopping <br /> all progress on the project upset him. Wilcek stated that his concern is <br /> that the bituminous plants will close in 30 days and if the City would go <br /> through with preliminary approval with contingencies, possible some <br /> construction could begin. If the project is delayed another three weeks, <br /> there could be snow falling. Wilcek stated that he can work with the <br /> engineer and can come to an agreement. Wilcek further stated that he <br /> could come to agreement on the contingencies. <br /> Councilmember Trude asked if the only issue that would have a contingency <br /> would be the calculations. <br /> Harrington stated that the storm water issues are the issues that remain. <br /> Discussion followed by the Council regarding the issues that could be <br /> problems with this project. Councilmember Quick brought up the issue of <br /> the water main and Councilmember Trude brought up again the issue of the <br /> storm water. <br /> Councilmember Trude asked which other project in the City had problems. <br /> Mayor Linke identified it as a development in Red Oak. <br /> Councilmember Quick asked Harrington if the applicants had contacted the <br /> Engineer recently. <br /> • City <br /> Harrington explained that the Engineer and himself had been out of town. <br /> g P g <br />
